If, during the posting period, no other supplier submits a statement of capabilities that meets the requirements set out in the ACAN, the requirements of the government's policy on competitive regime have been met. Once providers informed that their statement of capabilities have not demonstrated that they meet the requirements set out in the ACAN, the contract may be awarded using the powers to approve electronic invitations. If, during the posting period, other potential suppliers submit a statement of capabilities that meets the requirements set out in the ACAN (statement acceptable), the department or agency must proceed to a full tendering process (electronic or traditional). ACAN are published to : a) to make more transparent public procurement; b) to pursue the goal of government is to promote competition; c) provide potential suppliers the opportunity to submit a statement of capabilities on a prescribed market if they feel they have the ability to provide products, services or construction or other services required ; and , d) meet the needs of government and suppliers with respect to an efficient and profitable for the government procurement system. DESCRIPTION OF REQUIREMENT ? The Office of the Canadian Food Inspection Agency (CFIA) in the Quebec region wants to upgrade of a Waters nanoACQUITY system to a 2D chromatographic system. Scope of Work: This 2D upgrade should include: - A first dimension binary pump (10K psi) - Upgrades heated and trapping module capable of operation with two (2) binary solvent managers to perform 2D analyses - Online 2D Kit (reverse-phase/reverse-phase) columns WHAT ARE THE REQUIREMENTS OR EXPECTED RESULTS? WHAT OTHER MANDATORY CRITERIA? This 2D upgrade will allow: 1. Two pump trapping in conjunction with on-line (continuous flow) two dimensional separations. 2. Two reverse-phase separations at high and low pH. 3. Automated analytical transfer from high to low pH. 4. At-column dilution. 5. Integration with existing instrument control software Masslynx and proteomic data processing software PLGS and process IdentityE used by CFIA St-Hyacinthe Laboratory. 6. High pressure fluidic (up to 10K psi for the pump). 7. A first dimension with a discontinuous step gradient at 1µl/min using ammonium formate pH10 and acetonitrile. 8. A first dimension using online dilution flow rate 10µl/min. 9. A second dimension 5-40% gradient at 300 nl/min using 0.1 % formic acid : water and 0.1 % formic acid : acetonitrile. 10. Easy switch between one dimensional and two dimensional system 11. The first dimension binary pump to be interchangeable with the UPLC binary solvent manager available in CFIA St-Hyacinthe Laboratory. WHAT IS THE PERIOD OF CONTRACT PROPOSED? An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
