    1- Advance Contract Award Notice (ACAN) Explanation
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, thecontracting officer may then proceed with the award. 
    
    2- Definition of Requirement
    
    Background:
    The Department of Environment has a requirement for the supply of 1, 500 MHz Nuclear Magnetic Resonance (NMR) Spectrometer, a 5mm inverse triple resonance room temperature probe, and a 5mm Triple Resonance Inverse Detection Cryoprobe. 
    
    
    Mandatory Requierements: 
    
    This system must have capabilities for identification and characterization of various nuclei (1H, 13C and 15N) for performing one and two dimensional NMR as well as other NMR spectroscopic techniques, specifically metabolomics. 
    
    The system must allow easy and convenient acquisition of high-resolution 1H, 13C and 15N NMR spectra. The ease and convenience of shimming on the 1H and 13C signal is a critical requirement. 
    
    The system must have a high dynamic range of the receiver, reduction of quad images in the spectra, high signal to noise ratio, as well as high resolution supported by user friendly processing software and workstation. The ability to run X-nucleus decoupled 1H NMR, as well as, direct 13C observe experiments with low liquid helium consumption (refill time >180 days or more).
    
    The 500 MHz NMR unit and all its components provided must be a brand new. A demo unit or refurbished unit is not acceptable. A demo unit is defined as an instrument that has been used by the company for the promotion or sale of the instrument.
    
    Must provide proof that they have produced and delivered a 500 MHz NMR spectrometer AND triple resonance inverse detection cryoprobe in accordance with the essential requirements.
    
    Must provide proof that the 500 MHz NMR spectrometer AND triple resonance inverse detection cryoprobe has been fully production tested in accordance with the above minimum essential requirements within the last 5 years.

    The pre-selected supplier has been identified as the only supplier capable of meeting the government’s requirements.

    The proposed contract will terminate not later than March 31, 2016 (Delivery) and the estimated value of the contrat is $1,152,600.00 (taxes uncludes)

    9-Supplier’s right to submit a statement of capabilities
    
    Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilitiesmust clearly demonstrate how the supplier meets the advertised requirements.

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
