All other terms and conditions remain unchanged. ****************************************************** ORIGINAL VERSION 1. Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The National Research Concil (NRC) has a requirement for the supply of one twin screw extruder, supplied with a sheet die, allows for the screw elements to be configured according to the technical requirements of the nanocomposites to be developed (segmented screws). The twin screw extruder must comply with the dimension contraints and must be ESA/CSA approved. 3. Criteria for assessment of the Statement of Capabilities - Minimum Technical Requirements The extruder must respect the maximum dimensions (L x W x H): 000mm x 500mm x 500mm The co-rotating screws must have a diameter below 15mm and must be configurable with individual elements (feed, transport, mixing and kneading elements) on horizontal parallel shafts (segmented screws). The extruder top half barrel (36 to 40 L/D) must be removable or split open for easy cleaning and observation (Clam Shell type). The maximal material processing temperature within the extruder barrel must be 450ºC The minimum quantity of material that can be fed into the extruder must be 20g. The twin screw extruder barrel must have 8 zones including 7 heating zone controlled separately. Besides, the cooled primary feeding port, the twin screw extruder barrel must have at least three more closable multi-functional ports for extra feeding or venting. The twin screw extruder must be equipped with an integrated liquid feeding system to enable pumping liquids into the barrel from one of the extra feeding ports. The pump must be interlocked into the extruder's stop-start signals. The twin screw extruder must be equipped with a volumetric single screw feeder capable of feeding both powder, pellets (2.5mm, and optionally 4mm commercial pellets) and electrically connected to the extruder base. The twin screw extruder must be supplied with a 2mm rod die with option to adapt to other nozzles of different diameters. The twin screw extruder must be supplied with a 30mm wide sheet die with adjustable slit height, and with a separate temperature control. The twin screw extruder must be ESA/CSA approved 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): Agreement on Internal Trade (AIT) North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier Thermo Scientifc-Haake is specialized in manufacturing small size twin screw extruders for research and development of new polymer based materials. Thermo Scientific-Haake is the only supplier to offer mini twin extruders with configurable elements with a large variety of options. This is the only company which meets all the constraints and technical requirements for this requirement. The intention is to award a contract to Spectra Research Corporation, which is the exclusive distributer of equipment made by Thermo Scientific-Haake. 6. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 7. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the (section of the trade agreement(s) specified): Agreement on Internal Trade (AIT) - Article 1016, par 12b) World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Article XV, par 2b) North American Free Trade Agreement (NAFTA) - Article 506, par 2b) 8. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is September 28th, 2015, at 2:00 p.m. EDT. 12. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
