    1-Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2-Definition of the requirement 
    
    The National Research Council of Canada (NRC) wants to maintain its emphasis on the high-throughput generation of new monoclonal antibodies for diagnostic and therapeutic applications. NRC also want identify best secretors from a pool of CHO mammalian cells expressing various recombinant proteins and antibodies.
    
    Within this mandate, the NRC wishes to purchase a mammalian cell clone picker Clonepix2 system. This instrument allow for the evaluation of secreted product from clones to distinguish a secretor clone from a non-secretor one, or select best secretor clones from an heterogenous population.
    
    
    Constraints: 
    
    The footprint of the system, including compressor and computer, should not exceed 2 m2
    
    3-Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
     
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 
    
    The delivered equipment must have the following specifications:
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with a white light imaging, both for epi- and trans-illumination.
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with fluorescent imaging LED system, with 5 independent emission and excitation filters, as following:
    Filter set, excitation 470nm, emission 535 nm (FITC)
    Filter set, excitation 440 nm, emission 505 nm (CFP) 
    Filter set, excitation 500 nm, emission 550 nm (YFP) 
    Filter set, excitation 530 nm, emission 590 nm (PE-R Rhodamine DS Red) 
    Filter set, excitation 623 nm, emission 700 nm (Cy5)
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with a 16-bit cooled CCD camera
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with an automated pin washing, sterilizing and drying station.
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with a fully enclosed working environment with Class 100 HEPA filtration and timer controlled UV light sterilization.
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with a 10-source and 10-destination plate stacker.
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with a barcode reading capabilities for source and destination plates.
    
    -The proposed mammalian cell fluorescent clone picker system must include all necessary hardware and software essential to its full operation.
    
    -The proposed mammalian cell fluorescent clone picker system must be able to pick clones at a pace of at least 200 clones / hour.
    
    -The proposed mammalian cell fluorescent clone picker system must be able to identify, select, and pick clones with a high viability (>95%).
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with an 8-pin picking head, with each pin independently controlled for precision picking.
    
    -The proposed mammalian cell fluorescent clone picker system must be equipped with pin height sensors.
    
    -The proposed mammalian cell fluorescent clone picker system must have a picking efficiency greater than 90%.
    
    -The proposed mammalian cell fluorescent clone picker system software must allow for the export of images in TIFF format and data in Excel XML or ASCII format.

    The supplier must be able to provide an equipment that comply with all the criteria mentioned at point 3 of this notice.  To PWGSC’s knowledge, only Molecular Devices is able to provide this equipment.
    
    8-Government Contracts Regulations Exception(s) 
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
