If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the requirement The Department of National Defense (DND) St-Jean Garrison requires the following services for the "Developmental Period 2 - Ranger Patrol Commanders training: accomodation, parking, food services and rental of space and communication equipment for the training. The purpose of this course is to train the unqualified personnel (Rangers). Approximately one hundred and nineteen (119) Rangers and seven (7) instructors from James Bay, Nunavik , the North Shore and Schefferville must be qualified. Applicable trade agreement This procurement is subject to the following trade agreements: Agreement on Internal Trade (AIT) World Trade Organization - Agreement on Government Procurement (WTO-AGP) North American Free Trade Agreement (NAFTA) Justification of suggested supplier The suggested supplier is able to meet the following requirements: 1. Provide a 100' X 100' parade ground (Indoor drill hall). 2. Provide access to the Defence Wide Area Network (DWAN), an unclassified intranet in the classrooms. The suggested supplier is the only supplier that is close to both St-Jean Garrison (5 kilometres away) and Farnham Garrison (40 minute drive away). The suggested supplier must be near both Garrisons for the following reasons: 1. The 2nd Canadian Ranger Patrol Group has a weapons vault at St-Jean Garrison. Because weapons are handled and used on a daily basis, the travel distance to store weapons (morning and evening) must be reduced due to security reason and since there is a limited time to put away weapons because of the training schedule. 2. The 2nd Canadian Ranger Patrol Group must have access to the St-Jean Garrison quartermaster in order to acquired and exchange military personnel clothing. 3. The 2nd Canadian Ranger Patrop Group must have access to the Farnham range (integral part of the training). Period of the proposed contract The proposed contract is for a two (2) year period with one optional year, defined as follow: The first period of the contract is from December 5 to December 13, 2013. The second period will last 2 weeks in December 2014. The optional year will last 2 weeks in December 2015. Estimated cost of proposed contract The estimated cost of this proposed contract including the option is approximately 210,000.00$ (taxes excluded). An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
