Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: Suppliers on permanent list or able to meet qualification requirements Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: CSK Based Professional Services (TSPS) Requirement This requirement is for: Public Services and Procurement Canada (PSPC) This requirement is open only to those Supply Arrangement Holders under E60ZN-16TSPS who qualified under Tier 2: (= >$2M) for the following category(ies): 1 Claims Analyst (Senior) and 1 Claims Analyst (Intermediate). Description of the Requirement: Public Services and Procurement Canada (PSPC), formerly known as Public Works and Government Services Canada (PWGSC), requires Claims Analyst services that fall under the umbrella of services called «Real Property Project Management Services Class» of TSPS, specifically for the Project A described herein. Required Services: Public Works and Government Services Canada (PWGSC) requires Claims Analyst services that fall under the umbrella of services called «Real Property Project Management Services Class» of TSPS, as described herein. In the context of construction projects, Public Works and Government Services Canada (PWGSC) is looking for the services of experts in claims and/or litigation (Expert) to assist or represent PWGSC in conducting the affairs on litigious files pertaining to: • Disputes that may occur during the execution of work/services on construction project-related contracts; • Dispute resolution processes1 included in construction contracts with general contractors (Contractor) or professional services contracts with architectural or engineering firms (Professionals); or • Legal proceedings initiated by or against the Attorney General of Canada or Her Majesty in the context of Real Property Projects. (1) PWGSC’s dispute resolution processes include sequential steps, from negotiation, to mediation, to binding arbitration. The contractor must propose resources: an Intermediate Claims Analyst and a Senior Claims Analyst to perform claims analyses on Real Property Projects. These resources will assist PWGSC Project Managers in settling disputes. Only one type of task is provided for as task authorization: the contractor will provide services during the close-out phase of project delivery. Services may be required from Monday to Friday. The level of effort will be specified in the Task Authorization (TA) Statement of Work. The contract is expected to extend from contract award date to December 31, 2021. There is a security requirement associated with the present solicitation. For additional information, consult Part 6 Security, Financial and Other Requirements, and Part 7 Resulting Contract Clauses. Bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation. There is a Federal Contractors Program (FCP) for employment equity requirement associated with this procurement; see Part 5 - Certifications, Part 7- Resulting Contract Clauses and the annex named Federal Contractors Program for Employment Equity Certification.
