    Request for Supply Arrangement for Northern Canada
    Transportation Adaptation.
    
    The Supply Arrangement is for deliveries all across Northern
    Canada, therefore this procurement is subject to all
    Comprehensive Land Claims Agreements.
    
    To provide the labour, material, equipment and supervision
    required for expert engineering and environmental evaluation,
    advice and support on studies, plans, submissions and structural
    works associated with the northern transportation system as
    described in the Scope of Work for the Department of Transport
    Canada.
    
    Background
    
    The Department of Transport, Strategic Policy and Innovation
    Directorate, is responsible for ensuring a safe, efficient and
    reliable transportation system in Canada's northern regions. The
    Directorate is responsible for managing the Northern
    Transportation Adaptation Initiative to support research and
    development activities to design, develop, and implement
    innovative technologies, tools, and best practices; improve and
    enhance knowledge and understanding of the impacts of climate
    change on the northern transportation system; improve the
    resiliency and adaptability of both existing and future northern
    transportation infrastructure and operations to climate change;
    and encourage the development of northern expertise. The
    Directorate works collaboratively with provincial and
    territorial governments, academia, and private industry to
    ensure that limited northern resources are maximized and that
    the knowledge, best practices and adaptive solutions gained from
    this initiative benefit Canada's North.
    
    Climate change is occurring throughout the North and it is
    starting to affect the safety and integrity of northern
    transportation infrastructure and operations. In particular,
    climate change is having an impact on roads and airport runways
    built on permafrost, coastal infrastructure, and the safety of
    Arctic marine vessels and operations. These impacted
    transportation infrastructures and operations are often
    necessary to ensure that quality of life is sustained and that
    economic development may continue. Building on existing
    research, the Northern Transportation Adaptation Initiative will
    work with field experts to ensure that the safety and integrity
    of the northern transportation system is maintained.
    
    Supply Arrangement by category.
    
    Supply Arrangement will be issued by category, there are two (2)
    categories, description below. A supplier can be on both
    categories.
    
    Scope of Work
    
    The Supplier shall, on an "as and when requested" basis, as
    detailed in the Call-up(s) issued by the Department, provide the
    services for one of the following category:
    
    
    
    Category 1
    
    1.	Geotechnical Engineering, Permafrost, Hydrogeology, Hydrology
    and/or Cold Regions Engineering Services
    
    Expert engineering and environmental evaluation, advice and
    support services under the geotechnical engineering, permafrost,
    hydrogeology, hydrology and/or cold regions engineering subject
    areas may be required. Successful suppliers may need to perform
    any of the following tasks:
    
    1.1.	provide expert technical evaluations, assessments, support,
    training, mentoring, and 		advice on studies, plans, guidelines
    and codes of practice, and submissions associated 		with
    relevant northern transportation infrastructure projects;
    
    1.2.	coordinate, facilitate and/or attend technical meetings,
    conferences, and/or workshops on 		behalf of the Department;
    
    1.3.	develop innovative technologies in the fields of
    geotechnical engineering, permafrost,  		hydrogeology, hydrology
    and/or cold regions engineering;
    
    1.4.	act as an independent third party to the Department;
    
    1.5.	collect baseline information on permafrost and terrain
    conditions, including, but not 		limited to, ground temperature,
    ground ice conditions, and geotechnical properties of 		soils,
    from highways, airport runways, and other transport-related
    infrastructure; 
    
    1.6.	perform vulnerability to permafrost degradation assessments
    of northern transportation 		infrastructure and identify those
    of which are at risk;
    
    1.7.	complete assessments of terrain conditions and combinations
    of conditions to predict the 		risk climate change poses to
    northern transportation infrastructure;
    
    1.8.	evaluate the effectiveness of adaptation/mitigation
    techniques currently being used in 		permafrost regions to
    restrict permafrost thaw, and/or propose innovative designs to
    		promote adaptation of northern transportation infrastructure
    to climate change;
    
    1.9.	assist the Department in remaining current in geotechnical
    engineering, permafrost, 		hydrogeology, hydrology, and cold
    regions engineering subject areas, techniques for 		managing
    risks associated with climate change in relation to the
    construction and 			maintenance of northern transportation
    infrastructure, and/or anticipated climate changes 		for
    Canada's North over the next 50 years;
    
    1.10.	conduct research and field studies as required;
    
    1.11.	review and develop guideline documents, codes of practice,
    and protocols to inform 		decision-makers in their design and
    maintenance operations;
    
    1.12.	develop course offerings to assist in capacity-building
    and increasing the resilience of 		northern communities to
    climate change; and
    
    1.13.	perform other related work, within the Contractor's
    abilities, as requested by the 			Departmental Representative.
    
    Category 2
    
    2.	Arctic Waters Services
    
    Expert engineering and environmental evaluation, advice and
    support services under the marine engineering, ocean
    engineering, Arctic waters and/or oceanography & hydrography
    subject areas may be required. Successful suppliers may need to
    perform any of the following tasks:
    
    2.1.	provide expert technical evaluations, assessments, support,
    training, mentoring, and 		advice on studies, plans, guidelines
    and codes of practice, and submissions associated 		with
    relevant Arctic Water transportation infrastructure, activities,
    and operations;
    
    2.2.	coordinate, facilitate and/or attend technical meetings,
    conferences and/or workshops on 		behalf of the Department;
    
    2.3.	develop innovative technologies in the fields of marine
    engineering, ocean engineering, 		Arctic waters, oceanography,
    hydrography, navigational support systems and/or cold 		regions
    engineering;
    
    2.4.	collect baseline information on transportation
    infrastructure and operations to support the 		evaluation and
    modelling of the current and future states of transportation
    infrastructure 		and operations; 
    2.5.	collect data on marine traffic activities, fuel and
    refuelling facilities in the Arctic;
    
    2.6.	perform economic analysis on the current and proposed
    resource development projects to 		predict northern
    transportation needs;
    
    2.7.	considering that economic development is the overall driver
    for increased Arctic activity, 		predict how this translates
    into increased marine activities with resulting increase of fuel
    		consumption and emissions related Arctic marine activities;
    
    2.8.	act as an independent third party to the Department;
    
    2.9.	perform vulnerability assessments of northern
    transportation infrastructure and operations 	to identify those
    of which are at risk;
    
    2.10.	assist the Department in remaining current in marine
    engineering, ocean engineering, 		Arctic waters, and/or
    oceanography & hydrography subject areas;
    
    2.11.	review and develop guideline documents, codes of practice,
    and protocols to inform 		decision-makers with their design and
    maintenance operations;
    
    2.12.	conduct research and field studies as required;
    
    2.13.	develop course offerings to assist in capacity-building
    and increasing the resilience of 		northern communities to
    climate change; and
    
    2.14.	perform other related work, within the Contractor's
    abilities, as requested by the 			Departmental Representative.
    
    Location of Work
    
    The work associated with RFPs issued under this Supply
    Arrangement will be completed within Canada (Northern Canada).
    The Contractor should be aware that work associated with this
    supply arrangement often occurs in isolated posts, as considered
    by the Federal Government. Many services commonly available in
    the South may not be available or will take extra time if
    shipping to/from a Southern location is involved (i.e., courier,
    mail, plane schedules, repairs to equipment, etc.).
    
    Language of Work
    
    The Contractor will be required to respect the spirit and the
    intent of the Official Languages Act in accordance with the
    requirements identified in issued contracts against the Supply
    Arrangement. 
    
    The Contractor will be allowed to submit proposals in response
    to RFPs issued under this Supply Arrangement in either Official
    Language according to the Official Languages Act and Regulations.
    
    Linguistic requirements may apply to RFPs issued under this
    Supply Arrangement depending on their scope - national, regional
    or local - or on the specificity of the regions, locations
    and/or targeted audiences. More specifically:
    
    If the scope of the RFPs issued under this Supply Arrangement is
    national, services to the public shall be offered in both
    official languages;
    
    If the scope of the RFPs issued under this Supply Arrangement is
    regional or local, the Contractor, in consultation with
    Transport Canada, shall determine the linguistic obligations
    resulting from the services provided to the public based on the
    linguistic composition of the targeted public; and
    
    Any document produced for the general public relating to the
    RFPs issued under this Supply Arrangement should be made
    available in both official languages.
    
    Period of Supply Arrangement
    
    The period of the Supply Arrangement will be from its start date
    up until March 31, 2016.
    
    Code of Conduct
    
    Pursuant to section 01 of Standard Instructions 2008 (in the
    Request for Supply Arrangement) Suppliers must submit a complete
    list of names of all individuals who are currently directors of
    the Supplier.  Furthermore, as determined by the Special
    Investigations Directorate, Departmental Oversight Branch, each
    individual named on the list may be requested to complete a
    Consent to a Criminal Record Verification form and related
    documentation.
    
    Comprehensive Land Claims Agreements
    
    This Supply Arrangement is for deliveries all across Northern
    Canada, therefore this procurement is subject to all
    Comprehensive Land Claims Agreements.

    The Crown retains the right to negotiate with suppliers on any
