    Public Works and Government Services Canada (PWGSC)  publishes
    this request for proposal (RFP) for security guard services for
    the Canada Border Services Agency (CBSA). Services are to be
    provided mainly, but not only, in the Montreal Region.
    
    The main role of the Canada Border Services Agency Prevention
    Centre (CBSA PC) is to transport, accommodate and ensure the
    security of detainees under the Immigration and Refugee
    Protection Act (IRPA) and other related memoranda of
    understanding. The CBSA PC's purpose is to support CBSA
    operations by taking responsibility for all detainees in
    accordance with departmental policies and national detention
    standards. The CBSA PC team aims to ensure the security of
    everyone concerned, both the detainees and our Enforcement
    partners (Detention Operations component).
    
    The services of uniformed, unarmed security guards shall be
    provided to the Canada Border Services Agency (CBSA) to guard
    and transport persons held under the Immigration and Refugee
    Protection Act (IRPA) and CBSA directives. The services of
    uniformed, unarmed security guards will be required for the
    transportation and guarding of detainees to be taken to areas
    primarily within Greater Montreal but also sometimes in other
    parts of Quebec, Ontario and the Maritimes. A minimum of 40% of
    the security guard workforce, on all work shifts and wherever
    the services are provided, shall be women. Transport services
    provided by uniformed, unarmed guards shall be used for the
    transportation of detainees and their luggage and to pick up or
    deliver prescriptions or any other property or effects to be
    delivered according to the project officer's instructions.
    Transport shall be carried out using CBSA vehicles.
    
    An optional site visit, as indicated in the RFP, is planed
    October 29, 2012, at 10:30 A.M., at the CBSA Holding Centre
    (CBSA HC) 200 Montée St-François, Laval, Quebec.
    
    It is planned that the resulting contract will be for two years.
    
    The selection will be done according to an evaluation based on
    technical and financial evaluation criteria.
