    Advance Contract Award Notice (ACAN)
    An ACAN is a public notice indicating to the supplier community
    that a department or agency intends to award a contract for
    goods, services or construction to a pre-identified supplier,
    thereby allowing other suppliers to signal their interest in
    bidding, by submitting a statement of capabilities. If no
    supplier submits a statement of capabilities that meets the
    requirements set out in the ACAN, on or before the closing date
    stated in the ACAN, the contracting authority may then proceed
    with the award to the pre-identified supplier.
    Definition of the requirement
    The Canada Space Agency has a requirement to provide maintenance
    and upgrade services for the Mobile Servicing System (MSS)
    Operations and Training Simulator (MOTS) system. 
    The MOTS is a training facility that provides astronauts and
    cosmonauts with the skills and abilities to operate the MSS,
    including (but not limited to) the Space Station Remote
    Manipulator System (SSRMS), also called Canadarm2. 
    The primary purpose of MOTS is to provide a high fidelity
    real-time simulation of the MSS on-orbit behaviour to allow the
    CSA personnel to perform the following tasks:
    Complete MSS generic training for both crew and ground support
    personnel, 
    Develop and validate MSS operational procedures,
    Analyze MSS anomalous behaviour, 
    
    Criteria for assessment of the Statement of Capabilities
    (Minimum Essential Requirements) 
    Term Definitions
    For clarity purposes, the following definitions apply to each
    occurrence of the term, unless otherwise mentioned:
    Real-time:
    Real-time means a dynamic simulation loop with a speed = 10 Hz
    or = milliseconds.
    
    Similar scope:
    Similar scope means a human in the loop simulator with a
    real-time multi body predictive simulation of the functional &
    the physical dynamic behavior of a mechanical system.
    
    Similar contract value:
    Similar contract value means an average annual contract value
    (including taxes) = $750K/year.
    
    Multi-degree of freedom robot:
    Multi-degree of freedom robot means a robotic mechanical system
    with 3 or more independent parameters or states that define its
    configuration.
    
    Degree from a recognized Canadian university:
    A degree from a recognized Canadian university means a
    university bachelor's degree from a recognized Canadian
    university or the equivalent determined by a credential
    evaluation service recognized in Canada if the diploma was
    obtained outside Canada. The list of recognized organizations
    may be viewed on the Web site of the Canadian Information Centre
    for International Credentials
    (http://www.cicic.ca/2/home.canada).
    
    Engineering specialty relevant to the work:
    An engineering specialty relevant to the work to be performed
    means, but is not limited to: Aerospace, Computer, Electrical,
    Mechanical engineering. Any question should be addressed before
    hand to Contracting Authority.
    
    Brief description:
    A brief description means a description of approximately 200
    words and no more than 500 words. The text beyond the 500th word
    will be ignored.
    
    Duration:
    Duration means that a start date and the end date are specified
    in the day/month/year format.
    
    Description:
    Description means that each of the sub-items (i, ii, iii, etc.)
    should be answered with 1 separate paragraph of approximately
    200 words and no more than 500 words. For each item, the text
    beyond the 500th word will be ignored.
    
    Experience duration:
    Experience duration means that the durations in the table must
    be specified in years and fractions of years X.X format where a
    complete year is 249 working days of 7.5 hours
    
    Any interested supplier must demonstrate by way of a statement
    of capabilities that it meets the following requirements:
    Requirements for the Company
    Mandatory Req. 1	The Bidder's Company must have at least 10
    years of experience over the last 15 years in the design,
    development, integration, maintenance and support of real-time
    simulator(s) of similar scope and similar contract value as the
    MOTS. Overlapping experience if any must not exceed 3 years.
    Mandatory Req. 2	The Bidder's Company must have at least 7 years
    of experience over the last 10 years with real-time simulator(s)
    of multi-degree of freedom robot(s) for the purpose of
    engineering design, training or operations support.
    
    Requirements for the Lead Project Engineer
    Mandatory Req. 3	The Bidder's proposed Lead Project Engineer
    must have at least a university bachelor's degree from a
    recognized Canadian university in an engineering specialty
    relevant to the work to be performed such as, but not limited
    to: Aerospace, Computer, Electrical, Mechanical engineering.
    Mandatory Req. 4	The Bidder's proposed Lead Project Engineer
    must have at least 10 years of experience over the last 15 years
    in the design, development, integration, maintenance and support
    of real-time simulator(s) of similar scope and similar contract
    value as the MOTS. Overlapping experience if any must not exceed
    3 years.
    Mandatory Req. 5	The Bidder's proposed Lead Project Engineer
    must have at least 7 years of project management experience over
    the last 10 years. Overlapping experience if any must not exceed
    2 years.
    Mandatory Req. 6	The Bidder's proposed Lead Project Engineer
    must have at least 5 years of experience over the last 15 years
    with real-time simulator(s) of multi-degree of freedom robot(s)
    for the purpose of engineering design, training or operations
    support.
    
    Requirements for the Team
    Mandatory Req. 7	The Bidder's proposed Team must have at least 5
    individual team members, exclusive of the Lead Project Engineer.
    Mandatory Req. 8	The Bidder's proposed Team must have at least 1
    team member with at least 5 years of experience over the last 8
    years in the design and development of visual computer graphics
    software, specifically for real-time simulator(s) or for
    real-time gaming.
    Mandatory Req. 9	The Bidder's proposed Team must have at least 1
    team member with at least 5 years of experience over the last 8
    years as a Graphic Artist in the design and development of
    visual database, specifically for real-time simulator(s) or for
    real-time gaming.
    Mandatory Req. 10	The Bidder's proposed Team must have at least
    1 team member with at least 5 years of experience over the last
    8 years in software design and development of dynamic, kinematic
    and contact dynamic simulation, specifically for real-time
    simulator(s).
    Mandatory Req. 11	The Bidder's proposed Team must have at least
    1 team member with at least 5 years of experience over the last
    20 years in software design and development using the ADA
    programming language.
    Mandatory Req. 12	The Bidder's proposed Team must have at least
    1 team member with at least 5 years of experience over the last
    15 years in software design and development using the Fortran
    programming language, specifically for real-time simulator(s).
    Mandatory Req. 13	The Bidder's proposed Team must have at least
    1 team member with at least 5 years of experience over the last
    10 years in software design and development using the C++
    programming language, specifically for real-time simulator(s).
    Mandatory Req. 14	The Bidder's proposed Team must have at least
    1 team member with at least 5 years of experience over the last
    15 years in software design and development using the C
    programming language, specifically for real-time simulator(s).
    Mandatory Req. 15	The Bidder's proposed Team must have at least
    4 team members, each with at least 5 years of experience over
    the last 10 years in software design and development within the
    Linux Operating System environment, specifically for real-time
    simulator(s).
    Mandatory Req. 16	The Bidder's proposed Team must have at least
    1 team member with at least 5 years of experience over the last
    8 years in software design and development within the Windows
    Operating System environment, specifically for real-time
    simulator(s) or for real-time gaming.
    Mandatory Req. 17	The Bidder's proposed Team must have at least
    1 team member with at least 3 years of experience over the last
    10 years in software development within CAE's SIMEX environment.
    Mandatory Req. 18	With the exception of the Graphic Artist, the
    Bidder's proposed Team members must have at least a university
    bachelor's degree from a recognized Canadian university in an
    engineering specialty relevant to the work to be performed such
    as, but not limited to: Aerospace, Computer, Electrical,
    Mechanical engineering.
    
    Security Requirements
    Security requirements apply to this contract.
    1. 	The Contractor/Offeror must, at all times during the
    performance of the Contract/Standing Offer, hold a valid
    Designated Organization Screening (DOS), issued by the Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services Canada (PWGSC). 
    2. 	The Contractor/Offeror personnel requiring access to
    PROTECTED information, assets or sensitive work site(s) must
    EACH hold a valid RELIABILITY STATUS, granted or approved by
    CISD/PWGSC. Until the security screening of the
    Contractor/Offeror personnel required by this Contract/Standing
    Offer has been completed satisfactorily by the Canadian
    Industrial Security Directorate, Public Works and Government
    Services Canada, the Contractor/Offeror personnel MAY NOT HAVE
    ACCESS to (CLASSIFIED/PROTECTED) information or assets, and MAY
    NOT ENTER sites where such information or assets are kept,
    without an escort.
    3. 	The Contractor/Offeror MUST NOT remove any PROTECTED
    information or assets from the identified work site(s), and the
    Contractor/Offeror must ensure that its personnel are made aware
    of and comply with this restriction.
    4. 	Subcontracts which contain security requirements are NOT to
    be awarded without the prior written permission of CISD/PWGSC.
    5. 	The Contractor/Offeror must comply with the provisions of
    the:
    (a) 	Security Requirements Check List and security guide (if
    applicable), attached;
    (b) 	Industrial Security Manual (Latest Edition).
    
    What the Bidder must provide as evidence.
    This section describes the evidence that must be provided by the
    contesting Bidder for each Mandatory requirement stated above.
    
    Evidence for the Company
    To demonstrate company experience for Mandatory Req. 1 and
    Mandatory Req. 2, the Bidder must provide as many project
    descriptions as necessary of real-time simulator(s) of similar
    scope and similar contract value as the MOTS.  The following
    information must be provided as a minimum for each project:
    
    
    Project Information
    A)	Name of client organization.
    B)	Project name.
    C)	Brief description of project.
    D)	Contract value (including taxes).
    E)	Duration of the project.
    F)	A valid reference contact's name and coordinates.
    G)	Description of:
    i.	the purpose of the project as an engineering design, training
    or operations support simulator,
    ii.	the design, development, integration, maintenance and
    support activities performed by the Bidder on the project,
    iii.	the multi-degree of freedom robot(s),
    iv.	the human in the loop simulator aspect of the simulation and
    how it is a real-time multi body predictive simulation of the
    functional & the physical dynamic behavior of a mechanical
    system,
    v.	the speed of the real-time dynamic simulation loop in Hz or

    Evidence for the Lead Project Engineer
    To demonstrate the Lead Project Engineer's education for
    Mandatory Req. 3, the Bidder must provide the name of the Lead
    Project Engineer and documentation showing his or her education.
    To demonstrate the Lead Project Engineer's experience for
    Mandatory Req. 4 to Mandatory Req. 6, the Bidder must provide as
    many project descriptions as necessary of real-time simulator(s)
    of similar scope and similar contract value as the MOTS.  The
    following information must be provided as a minimum for each
    project:
    	
    Project Information
    A)	Name of client organization.
    B)	Project name.
    C)	Brief description of project.
    D)	Contract value (including taxes).
    E)	Duration of the project.
    F)	A reference contact's name and coordinates.
    G)	Description of:
    i.	the purpose of the project as an engineering design, training
    or operations support simulator,
    ii.	the design, development, integration, maintenance and
    support activities performed by the Lead Project Engineer on the
    project,
    iii.	the project management activities performed by the Lead
    Project Engineer on the project
    iv.	the multi-degree of freedom robot(s),
    v.	the human in the loop simulator aspect of the simulation and
    how it is a real-time multi body predictive simulation of the
    functional & the physical dynamic behavior of a mechanical
    system,
    vi.	the speed of the real-time dynamic simulation loop in Hz or
    in millisecond.
    
    It is acceptable that the technical and management
    responsibility resides with a single individual.
    Evidence for the Team
    To demonstrate that the Bidder's proposed Team meets Mandatory
    Req. 7 and Mandatory Req. 18, the Bidder must provide names of
    the individual team members (exclusive of the Lead Project
    Engineer) and documentation showing each of their respective
    education.
    For each of the Mandatory Req. 8 to Mandatory Req. 17, it is
    suggested that the Bidder proceeds in the following manner:
    1st.	Regroup all the Team members' project information
    experiences by individual Mandatory Req.
    2nd.	Proceed from Mandatory Req. 8 to Mandatory Req. 17,
    3rd.	Demonstrate each Team member's experience(s) for a specific
    Mandatory Req. by providing as many project descriptions as
    necessary undertaken by that specific Team member, with the
    following information provided as a minimum for each applicable
    project:
    
    Project Information
    A)	Name of client organization.
    B)	Project name.
    C)	Brief description of project,
    D)	Duration of the project.
    E)	Speed of the real-time dynamic simulation loop in Hz or in
    millisecond,
    F)	Description of:
    i.	for Mandatory Req. 8 only: the duration spent by the Team
    member performing visual computer graphics software design and
    development for real-time simulator(s) or for real-time gaming,
    as well as a description of the development environment used
    (Linux/Windows, OpenGL/DirectX, etc.),
    ii.	for Mandatory Req. 9 only: the duration spent by the Team
    member as a Graphic Artist performing visual database design and
    development for real-time simulator(s) or for real-time gaming,
    as well as a description of the development environment used (3D
    tools used, photo and texture editing tools used, etc),
    iii.	for Mandatory Req. 10 only: the duration spent by the Team
    member performing dynamics, kinematics and contact dynamics
    software design and development for real-time simulator(s), as
    well as a description of the development environment used,
    iv.	for Mandatory Req. 11 only: the duration spent by the Team
    member designing and developing with the ADA programming
    language, as well as a description of the development
    environment used,
    v.	for Mandatory Req. 12 only: the duration spent by the Team
    member designing and developing with the Fortran programming
    language for real-time simulator(s), as well as a description of
    the development environment used,
    vi.	for Mandatory Req. 13 only: the duration spent by the Team
    member designing and developing with the C++ programming
    language for real-time simulator(s), as well as a description of
    the development environment used,
    vii.	for Mandatory Req. 14 only: the duration spent by the Team
    member designing and developing with the C programming language
    for real-time simulator(s), as well as a description of the
    development environment used,
    viii.	for Mandatory Req. 15 only: the duration spent by the Team
    member performing software design and development within the
    Linux Operating System environment for real-time simulator(s),
    as well as a description of the development environment used
    (Makefiles, Eclipse IDE, Shell scripts, etc),
    ix.	for Mandatory Req. 16 only: the duration spent by the Team
    member performing software design and development within the
    Windows Operating System environment for real-time simulator(s)
    or for real-time gaming, as well as a description of the
    development environment used (Visual Studio, etc),
    x.	for Mandatory Req. 17 only: the duration spent by the Team
    member performing software development within CAE's SIMEX
    environment. for real-time simulator(s),

    to Mandatory Req. 17 have been met, it is suggested to fill an

    The pre-Identified Supplier developed the current system for
    which support, maintenance and development is requested. The
    pre-identified supplier exceeds the minimum requirements listed
    above.
    
    Government Contracts Regulations Exception
    The following exception to the Government Contracts Regulations
    is invoked for this procurement under subsection 6(d) - "only
    one person is capable of performing the work".

    Ownership of any Foreground Intellectual Property arising out of
    the proposed contract will vest in the Contractor.

    The proposed contract is from date of contract to 2020, the
    current planned end date of the International Space Station
    (ISS) Program. 
    
    Cost estimate of the proposed contract
    The estimated value of the contract, including option(s), is
    between $600,000 and $8,000,000 (GST/HST extra).
