    STANDING OFFER ELECT./MECH. ENGINEERING
    Quebec Region
    
    Public Works and Government Services Canada (PWGSC) is inviting
    consulting firms with Electrical  and Mechanical Engineering
    expertise to submit proposals for Standing Offers  in the
    Montreal and Quebec City areas. 
    
    Individual commissions will provide support to a PWGSC Project
    Manager and may include one or more of the Required Services
    broadly related to mechanical and electrical engineering.
    
    In general, call-ups will include projects related to the
    renovation, rehabilitation and new construction, of
    electrical/mechanical systems in existing or new buildings
    and/or provide new electrical/mechanical systems.  Owned by
    PWGSC or other Departments, those buildings belong, among
    others, to the following categories : general purpose office
    space for defined users; special purpose office space for
    high-security or high-technology users; laboratory; museum;
    warehouses and storage structures; correctionnal buildings;
    hospital, etc.
    
    Communications with the firms will be in their preferred
    official language.
    
    SECURITY REQUIREMENTS
    Proponents are hereby informed that there is a strong
    possibility that some call-ups against this standing offer might
    require that the consultants and their personnel possesses a
    Facility Security Clearance (FSC) at the RELIABILITY STATUS
    level issued by the Canadian and International Security
    Directorate (CIISD) of Public Works and Government Services
    Canada (PWGSC). 
    
    Should the successful proponents not have the level of security
    indicated above, PWGSC  shall sponsor the successful proponents
    so CIISD can initiate procedures for security clearance.  CIISD,
    by letter, shall forward documentation to the successful
    proponents for completion.
    
    IDENTIFICATION OF THE REQUEST
    This combined procurement will follow a one phase submission
    process, after which two 
    (2) separate lists of consulting firms will be established.  Two
    (2) lists will be established based 
    on the following criteria :
    
    			Zone 1 : Area located within a 120 km radius of Place
    Bonaventure, 800 de La 				 Gauchetière St. West, Montreal, PQ.
    			Zone 2 : Area located within a 120 km radius of the Quebec
    Federal Building, 1550 				 D'Estimauville Avenue, Quebec, PQ. 
    
    It is PWGSC's intention to authorize up to eight (8) Standing
    Offers : five (5) for the zone 1 in Montreal, and three (3) for
    the zone 2 in Quebec city, each for period of two years from the
    date of issuing the Standing Offers assorted with two optional
    extension periods of one year each.
    
    
    
    COST
    The total dollar value of all Standing Offers is estimated to be
    :
    			Zone 1 - Montreal: 5 million $ (GST included); 
    		      Zone 2 - Quebec:   1 million $ (GST included). 
    
    Individual call-ups will vary, up to a maximum of $400,000.00
    (GST included). 
    
    Proponents should note that there is no guarantee that the full
    or any amount of the Standing
    Offers will be called-up; PWGSC will award call-ups only when
    the specific services to be
    provided under the Standing Offer are needed.
    
    QUALIFICATIONS
    Proponents shall be licensed or eligible to be licensed to
    practise in the province of Quebec.  
    Firms should be able to demonstrate successful delivery of
    required services for a broad variety 
    of projects over the last five (5) years.
    
    DISTRIBUTION OF WORK
    For each consultant, an Ideal Business Distribution percentage 
    of work  will be  established.
    
    Zone 1 - Montreal
    34% of the business for the top ranked consultant, 24% for the
    2nd, 19% for the 3rd, 14%
    for the 4th, and 9% for the 5th.
    
    Zone 2 -  Quebec
    45% of the business for the top ranked consultant, 30% for the
    2nd and 25% for the 3th.
    
    In the event fewer than five (5) consultants are successful for
    the the zone of Montreal, fewer
    than three (3) consultants for the zone of Quebec, work
    distribution will be modified in similar
    Proportions. 
    
    The consultant who is furthest under the ideal amount of
    business that they should have received in relation to the other
    consultants will be selected for the next call-up.

    Firms intending to submit tenders on this project should obtain

    procurement.  Documents may be submitted in either official
