    1. PURPOSE OF THIS NOTICE
    Inform and know the potential of the regional Aboriginal construction industry, in order to carry out a project to install and develop a CCG telecommunications station in Anticosti, this will be posted by the beginning of June 2022 on the platform. This notice sets out the various particularities of the project that must be considered by contractors.
    This project will not be reserved exclusively for Aboriginal entrepreneurs. Aboriginal and non-Aboriginal contractors will be invited to submit their bid.
    
    SUMMARY OF WORK
    
    The project consists mainly of installing and developing a telecommunications station on a new site in Anticosti including:
    
    - The transport and installation of two (2) shelters, three (3) sheds as well as the catwalks and stairs all provided by the CCG which were acquired through a separate call for tenders.
    - The supply, transport and installation of four (4) generators
    - The supply, transport and installation of a 50,000 L diesel storage system and all related components
    - The supply, transport and installation of a guyed tower and its cable tray
    - The supply, transport and installation of all electrical components, heating, fire extinguishing, grounding, remote control
    
    Prior to the work in Anticosti, the contractor must carry out an initial assembly and operational tests on a CCG site in Lauzon. The construction of the shelters and all the tests will be carried out under the supervision of the consultant. Subsequently, all the equipment will be dismantled and prepared for transport.
    Finally, after the complete commissioning of the equipment installed and fitted out at the new CCG site in Anticosti, the contractor will have to mobilize a team to decommission the existing site at Heath Point, still on Anticosti. The work consists mainly of the decommissioning of the generators and the diesel storage system as well as the dismantling and on-site storage of the existing guyed tower at Heath Point.
    
    
    2. SPECIAL FEATURES OF THE PROJECT
    
    As mentioned in the previous section, apart from the fact that the majority of the work will be carried out on Anticosti Island, which requires good planning in terms of logistics, transportation and accommodation, part of the project will also be carried out beforehand in Lauzon. Indeed, there is no question of leaving anything to chance, all the equipment will have to be assembled and tested before being dismantled and transported to Anticosti. This project will also call on a multitude of specialties in the field of construction, the bidders will have to call on several subcontractors (petroleum equipment, generators, guyed tower, etc.)
    
    
    3. PERIOD OF WORK
    
    The work will be carried out from the summer of 2023, i.e. from the opening of the Transanticostian road in early June until October. Once the new site in Anticosti is fully commissioned, SPAC will authorize the contractor to move to Heath Point for the dismantling of the existing guyed tower as well as the decommissioning of the generators and the diesel storage system.
    
    4. EVALUATION PROCEDURE
    
    As mentioned in section 1, this call for tenders will not be reserved for Indigenous contractors, they will be able to bid on the same basis as non-Indigenous contractors, however all bidders will have to meet mandatory criteria specific to the project, including specialized subcontracting services.
