Trade Agreement: WTO-AGP/AIT Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Additions building U.G.M.F and M.V.S Joliette Penitentiary This project consists of additions conducted on a single level, as well as renovations to the principal building of the Joliette Penitentiary Institution in its maximum security area known as UGMF (Unité de Garde en Milieu Fermé), and an independent building known as the MVS (Milieu de Vie Structurée) of minimum security level. These buildings operate 24 hours a day, every day. The work is divided into three distinct intervention zones, known as " sub-projects " or " projects " as follows : A, B, and C. The work in the three zones involves selective demolition of existing structures to allow for the construction of additions and interior renovations. The work on sub-project A includes, broadly, an addition of a single storey with no basement, approximately 430 m2 (gross floor area), on the northwest side, with new civil, electrical, and mechanical infrastructure, for 10 new maximum security cells to be added to the UGMF, and a new exterior courtyard for the prisoners. Sub-project B is an addition of a single storey with no basement, approximately 155m2 (gross floor area), to an existing, independent pavilion previously defined as the minimum security MVS (separated from the main building), which will include four new bedrooms, a multi-functional room, a bathroom, an extension to the existing kitchen, as well as a new dining/living room. New civil, mechanical and electrical infrastructure is projected. Sub-project C consists of major interior renovations, as well as a new single storey with no basement , totaling approximately 740 m2 (gross floor area) in the south-east side : for the auxiliary services of the maximum security UGMF existing building, and for the area known as the Health Clinic (adjacent to the UGMF). It includes new civil, electrical, and mechanical infrastructure work. Sub-project C also includes a new addition for two cells for the 'isolation unit' in the UGMF, located on the north side. To ensure continuity of operations in both buildings and to maintain security at all times, work must be performed according to a specific sequence. The work will include the construction of temporary installations. SITE VISIT: A site visit will take place on February 18, 2013 at 10:00 am at the main entrance of the Joliette Institution, 400 rue Marsolais, Joliette, Qc. IMPORTANT : Anyone who wishes to attend the site visit is subject to a prior security check. Bidders will have to fill out the "Institutional Access CPIC Clearance Request" form (CSC/SCC 1279) and transmit it by fax to Mr. M. Yves Lefebvre at the following number (450)752-2034 or by email at the following address Lefebvreyv@csc-scc.gc.ca at least two (2) working days before the Bidders' site visit. If the completed forms are not sent within the delays, access to the site will be refused to the bidder. Bidders will have to have the completed form in their possession at the site visit.
