    Construction management services for the construction of the New Montréal Justice Complex
    
    THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT
    
    DESCRIPTION
    Public Works and Government Services Canada (PWGSC) requires the services of a contractor offering construction management services to build the New Montréal Justice Complex. This new building will house the Courts Administration Service (CAS) and the Administrative Tribunals Support Service of Canada (ATSSC); it will be built on a vacant lot, located at 46 St-Jacques street in Montreal, in a densely built-up urban area in the historic district of Old Montreal.
    
    The contractor must take into consideration the following:
    • The project will be carried out in construction management mode;
    • The new building will have a gross area of approximately 12 708m2
    • The cost of construction of the new building is estimated at 75 000 000.00$ (excluding all the contractor fees, the permit disbursements and all taxes. See Appendix B - Basis of payment);
    • Formal occupation of the building must occur by January 2026;
    • The new building will have to obtain a LEED v.4 BD+C Platinum certification, achieve a zero carbon footprint and be a model of sustainable development;
    • Building information modeling (BIM) will be used for the realization of the project.
    
    The scope of Construction Management Services comprises two stages:
    • Stage A - Advisory and consulting services during the design phase.
    • Stage B - These services are optional and will be exercised at PWGSC’s sole discretion, they include advisory and construction services.
    
    BID SECURITY AT CLOSING DATE
    The Bidder shall enclose bid security with its bid.
    
    SECURITY REQUIREMENTS
    At bid closing, the Bidder must hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) of the Industrial Security Sector (ISS), Public Works and Government Services (PWGSC).
    
    Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid.
    
    QUESTIONS OR REQUEST FOR CLARIFICATION
    Questions or requests for clarification during the solicitation period must be submitted in writing to the Contracting Authority named on the RFP - Page 1 at e-mail address michele.hivon@tpsgc-pwgsc.gc.ca. Enquiries should be received no later than 10 calendar days prior to the closing date identified on the front page of the Request for Proposal. Enquiries received after that date may not be answered prior to the closing date of the solicitation.
    
    To ensure consistency and quality of the information provided to Bidders, the Contracting Authority will examine the content of the enquiry and will decide whether or not to issue an amendment.
    
    All enquiries and other communications related to this RFP sent throughout the solicitation period must be directed ONLY to the Contracting Authority named in paragraph 1 above. Failure to comply with this requirement may result in the bid being declared non-compliant.
    
    GENERAL INFORMATION
    The Crown reserves the right to negotiate with suppliers on any procurement.

    Firms intending to submit a proposal on this project should obtain proposal documents through the website https://buyandsell.gc.ca service provider. Amendment, when issued, will be available from the service provider. Firms that elect to base their proposal on proposal documents obtained from other sources do so at their own risk and will be solely responsible to inform the proposal calling authority of their intention to bid.
