    This procurement initiative is reserved for beneficiaries of the
    following Comprehensive Land Claims Agreement (CLCA) titled the
    James Bay and Northern Quebec Agreement (JBNQA) as defined in
    chapter 28, clauses 28.10.3 and chapter 29, clauses 29.0.31 of
    this Agreement.
    
    Further to Article 1802 of the Agreement on Internal Trade
    (AIT), the AIT does not apply to this procurement. process.
    
    This requirement is reserved  for individuals defined as
    "Inuit", as defined in chapter 3 of the JBNQA (paragraphes
    3.1.2, 3.2.4, 3.2.5 and 3.2.6). In respect to aboriginal Inuit
    businesse, they must be located to the north of the 55th
    parallel, as described in chapter 6 of the JBNQA. 
    
    Proponents must sign and complete the document entitled
    "Attestation for Program of Reserved Contracts for Aboriginal
    people"(see appendix A of the present document), understood here
    as «Inuits people».
    
    
    Ecological Deconstruction of Building T-161, Katingajiit Road in
    Kuujjuaq (Quebec)

    Work is comprised of the ecological deconstruction of Building
    T-161 located on Katingajiit road in Kuujjuaq (Quebec), owned by
    Transport Canada (TC). Deconstruction work must be preceded by
    safe removal and disposal of asbestos, lead-based paint and all
    hazardous materials such as mercury-containing fluorescent
    tubes, ballasts suspected of containing PCBs, and lead-acid
    batteries. Afterwards, the building will be entirely
    deconstructed under standard working conditions. For an
    ecological deconstruction of building T-161 and considering
    scarcity of certain types of resources in the Kuujjuaq area,
    non-hazardous materials removed from the building during the
    deconstruction phase of work and that are found to be in a
    reusable or recyclable state or are of value, must be offered to
    the village residents at no cost. Afterwards, all remaining
    materials and wastes will become the contractor's property. The
    contractor will have to organize off-site disposal of wastes by
    an authorized facility, ensuring compliance at all times with
    applicable rules and regulations. The contractor will be
    required to provide documentation and proof of disposal of all
    wastes.
    
    The estimated cost for this opportunity is between $100,001 and
    $250,000
