    This procurement is subject to national security exception and
    is, therefore, excluded from all of the obligations of the trade
    agreements.
    
    
    Request for Proposal so that a Contractor is able to offer the
    services of an operational team for the operation and
    maintenance of the building and minor repairs to it, while
    maintaining all operational, computer, development, research and
    administrative activities of the Meteorological Service of
    Canada (MSC) at 2121 North Service Road, Trans-Canada Highway in
    Dorval (QC).
    
    The Contractor's responsibilities related to this service
    involve the continual supply of qualified labour to operate,
    maintain, modify and repair (minor repairs as part of preventive
    maintenance) the building's mechanical, electrical and
    architectural systems.
    
    Contract period is one (1) year with four (4) individual
    optional years. 
    
    A MANDATORY VISIT will be held on April 3, 2014 at 10:00 am at
    2121 North Service Road (TransCanada Highway) in Dorval (QC),
    H9P 1J3.
    
    It is mandatory that the Bidder or a representative of the
    Bidder visit the work site.  Bidders who do not attend or send a
    representative will not be given an alternative appointment and
    their bids will be rejected as non-compliant.  Any
    clarifications or changes to the bid solicitation resulting from
    the site visit will be included as an amendment to the bid
    solicitation.
    
    
    This procurement is subject to SECURITY REQUIREMENTS.
    
    Total estimate for the contract is between $1,000,001 and
    $5,000,000.
    
    The contractor will be selected following an evaluation based on
    the minimum mandatory requirements, rated requirements and a
    financial analysis.
    
    
    Public Works and Government Services Canada provides services in
    Canada's two official languages.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
