    This bid solicitation cancels and supersedes previous bid solicitation number EF997-222349/A dated May 17, 2022 with a closing of June 21, 2022 at 2:00pm EDT. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation.
    
    CONDITIONAL RESERVED BIDDING UNDER THE COMPREHENSIVE LAND CLAIMS AGREEMENT (CLCA) ENTITLED JAMES BAY AND NORTHERN QUEBEC AGREEMENT (JBNQA) - INUIT PORTION.
    
    This is an open competition however, this solicitation may be reserved among Indigenous Businesses if two conditions are met:
    
    - bids from two (2) or more Indigenous Businesses are responsive with the mandatory requirements of this Request for Proposal, 
    
    - the bids received come from at least two (2) Indigenous Businesses that meet the criteria the Comprehensive Land Claims Agreement (CLCA) entitled James Bay and Northern Quebec Agreement (JBNQA) - INUIT portion.
    
    An Indigenous Business is here defined according to the criteria the Comprehensive Land Claims Agreement (CLCA) entitled James Bay and Northern Quebec Agreement (JBNQA) - INUIT portion.
    
    This call for tenders could be reserved for beneficiaries of the following Comprehensive Land Claims Agreement (CLCA) titled the James Bay and Northern Quebec Agreement (JBNQA) as defined in chapter 28, clauses 28.10.3 and chapter 29, clauses 29.0.31 of this Agreement.
    
    In accordance with Article 1802 of the Canadian Free Trade Agreement (CFTA), the CFTA does not apply to this procurement.
    
    This contract could be reserved for individuals defined as "Inuit", as defined in chapter 3 of the JBNQA (paragraphs 3.1.2, 3.2.4, 3.2.5 and 3.2.6). In respect to aboriginal Inuit business, they must be located to the north of the 55th parallel, as described in chapter 6 of the JBNQA.
    
    Tenderers who meet the criteria of the Comprehensive Land Claims Agreement (CLCA) entitled James Bay and Northern Quebec Agreement (JBNQA) - INUIT portion must complete and sign the document entitled "Attestation for the purposes of the Set-Aside Program for Aboriginal Businesses" (see Appendix C of this document), understood here in the sense of "Inuit Aboriginal businesses" beneficiaries of the JBNQA.
    
    If the above conditions are not met, the procurement will remain open for competition among all businesses.
