A SA is not a contract and neither party is legally bound, as a result of signing a supply arrangement alone. The intent of a SA is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts.

Throughout the term of the SA, interested suppliers are free to apply to qualify as potential suppliers when a project is announced under this SA. However, no supplier will be considered for a project if the evaluation has not been completed and no resulting contract award will be delayed to allow for the Offeror’s Request for Supply Arrangement (RFSA) to be evaluated.
