    1.	PURPOSE OF NOTICE
    To provide information to industry on two upcoming major
    engineering services procurements in support of the  New Bridge
    for the St. Lawrence Corridor (NBSLC Project). 
    
    2.	DESCRIPTION
    On October 5, 2011, the Government of Canada announced that the
    Champlain Bridge spanning the St. Lawrence River in Montreal
    would be replaced by a new crossing and a modernized corridor
    that would reinforce this link as a premier gateway into the
    City of Montreal. The NBSLC Project, already well underway, is
    one of the largest infrastructure projects in North America.
    Through a public-private partnership (PPP), the Government of
    Canada will ensure the safety of users, facilitate the flow of
    people and goods and provide a significant federal legacy that
    will contribute to the economic prosperity of the neighbouring
    communities, Montreal and Canada as a whole. 
    	Two distinct engineering services contracts are required for
    the NBSLC Project.
    	a)	Owner's Engineer (OE)
    The services of an Owner's Engineer (OE) are required during the
    design, construction and part of the operational phase of the
    NBSLC Project. Reporting solely to Canada, the OE will be called
    upon to provide technical advice on issues related to the
    project as well as third party issues such as those relating to
    utilities and other government entities. The OE will provide
    oversight on project activities  and will verify compliance,
    quality and impartiality of the IE's work (details below). The
    OE may also be called upon to participate in the evaluation of
    the technical proposals received from the three shortlisted
    proponents participating in the PPP NBSLC Request for Proposals
    (RFP). The OE contract will be for a period of approximately
    seven years with options for Canada to extend the contract by
    three one-year periods. The one phase approach OE RFP will be
    posted on www.buyandsell.gc.ca under solicitation no.
    QA002-142712/A in the next few days. Contract award is
    anticipated for January 2015. 
    A bidders' conference via WebEx will be held approximately one
    week after the issuance of the RFP. The conference will be
    offered in both English and French at different times. The scope
    of the requirement outlined in the RFP for the OE will be
    reviewed during the conference. Potential bidders are advised to
    refer to the RFP for more details on the bidders' conference.
    b)	Independent Engineer (IE)
    The services of an Independent Engineer (IE) are required during
    the design, construction and operational phases of the NBSLC
    Project. The IE will provide third party assurance that both
    parties respect the PPP Project Agreement. The IE will monitor
    and attest compliance on a number of outputs from the PP
    pursuant to the terms of the NBSLC Project Agreement including
    the progress and quality of  work. A procurement process will be
    issued in a the next few weeks.  The IE contract will be for a
    period of about eleven years. Contract award is anticipated for
    June 2015, concurrently with the award of the Project Agreement
    to the PP retained for the NBSLC Project.
    
    3.	ELIGIBILITY FOR CONTRACT AWARD
    The following information is provided as guidance for potential
    bidders.  Details of eligibility requirements provided in the
    respective RFPs for the OE and the IE will take precedence over
    the information provided below.
    
    A firm can be awarded only one of the three contractual
    agreements for either the OE, the IE or the NBSLC PPP Project.
    All engineering consultancy firms are eligible to bid and be
    awarded the OE contract with one exception:
    The OE will be required to participate in the evaluation of the
    three current proponents in the NBSLC Project. As such, firms
    forming part of the three proponents for the NBSLC Project will
    be ineligible for the award of the OE contract.  
    All engineering consultancy firms are eligible to bid and be
    awarded the IE contract with one exception:
    In order to ensure that the IE will be in a position to credibly
    provide the required services, firms that have participated in
    the development of the competitive selection process, the
    design, the planning or the implementation of the NBSLC Project
    will be  ineligible for award of the IE contract.
