    STATUS UPDATE
This updated Letter of Interest (LOI) is released by the Government of Canada to indicate the ongoing intention to initiate a procurement process that will result in a contract for the design, construction, operation and maintenance (DBOM) of a pumping and treatment (P&T) system for the Department of National Defence (DND), located in Valcartier, Quebec, as originally communicated in the LOI dated July 20, 2016.

As of date of publication of the LOI, the project requirement’s design and construction specifications are under development. No solicitation date has been identified. This is not a bid solicitation. This LOI will not result in the award of any contract, nor result in the creation of any source list; therefore, no responses are being solicited from interested suppliers at this time.

    BACKGROUND
Practices related to the use of Trichloroethylene (TCE) by the federal government and private sector organizations between 1940 and 1990 in the Valcartier area resulted in the presence of this substance in the groundwater. The TCE present in the groundwater around Valcartier encompasses a large area of land belonging to federal, provincial, municipal and private owners.

The objective of the project is to develop and implement an approach for managing the alleged discharges of TCE to the Jacques-Cartier River. The project proposes the design, build, finance, operation and maintenance of a P&T system over an approximate 15-year period.

    OBJECTIVE OF LOI
-Inform the industry of the ongoing intention to initiate a procurement process for the DBOM of a P&T System in Valcartier, Quebec
-Inform the industry and industry associations of potential upcoming contracting opportunities

The LOI closing date published herein is therefore not the final deadline for comments or input. The LOI closing date may be extended if and when subsequent phases are initiated.
