    This amendment is raised to delete the original LOI in its entirely and replace it by amendment 007 as follows: 
    
    Letter of Interest (LOI): Project TCE Plume Management (West) - Valcartier (TCEVC-PMW), Department of National Defence 
    
    This Letter of Interest (LOI) is released by the Government of Canada to announce an upcoming contract for the design, construction, operation and maintenance of a pumping and treatment (P&T) system for the Department of National Defence (DND), located in Valcartier, Quebec. 
    
    This is not a bid solicitation. This LOI will not result in the award of any contract, nor result in the creation of any source list; therefore, whether or not any potential supplier responds to this LOI, it will not preclude that supplier from participating in any future procurement. The information obtained pursuant to this LOI may or may not be used in any Request for Qualification (RFQ) or Request for Proposal (RFP) at a future date. The Government of Canada will not reimburse any potential interested supplier for expenses incurred in responding to this LOI.
    
    BACKGROUND
    Practices related to the use of Trichloroethylene (TCE) by the federal government and private sector organizations between 1940 and 1990 in the Valcartier area resulted in the presence of this substance in the groundwater. The TCE present in the groundwater around Valcartier encompasses a large area of land belonging to federal, provincial, municipal and private owners. 
    
    The objective of the project is to develop and implement an approach for managing the alleged discharges of TCE to the Jacques-Cartier River. The project proposes the design, build, finance, operation and maintenance of a P&T system over an approximate 15-year period. 
    
    OBJECTIVE OF LOI 
    • Inform the industry and industry associations of potential upcoming contracting opportunities 
    • Outline the proposed approach to the P3 procurement to ensure a fair, open and transparent process
    • Identify associated and potential associated contracts for the TCEVC-PMW Project (Valcartier).
    
    ENQUIRIES
    Potential interested supplier with questions regarding this LOI may direct their enquiries to the Point of Contact representing the Contracting Authority identified herein.  Since this is not a bid solicitation, Canada will not necessarily respond to all enquiries in writing or by circulating answers to all potential interested suppliers. Enquiries may be submitted in either official language of Canada.

    This LOI may be augmented with additional phases, and may include a call for input from industry. A response is not required at this time. The LOI closing date published herein is therefore not the final deadline for comments or input. The LOI closing date may be extended if and when subsequent phases are initiated.
    
    PROCUREMENT PROCESS
    The procurement model under consideration; a design, build, operation and maintenance (“DBOM”), is expected to be procured through a Public-Private Partnership (P3) procurement process. The procurement is planned to be conducted as follows: 
     
    Stage 1 Request for Qualifications (RFQ):   - Process open to any Canadian or international company or consortium
       - The three highest ranked qualified respondents would be identified and invited to proceed to the Request for Proposals stage 
    
    Stage 2 Request for Proposals (RFP): 
       - The three Proponents identified in Stage 1 would be invited to submit technical and financial proposals. 
       - Project Agreement is expected to be signed between the Private Partner and the Government of Canada.
    
    POTENTIAL ASSOCIATED CONTRACTS FOR THE TCEVC-PMW PROJECT
    Additional contracts may be awarded or were awarded for the following requirements in association with the TCEVC-PMW Project. 
    
    Suppliers should be aware that being awarded any of the following contracts would preclude their participation as a member of the prospective consortium of the TCEVC-PMW Project P3 Procurement Process. The objectives and approximate timeframe of the procurements listed are for reference only and may vary from the solicitations published. Other contracts that are not listed below may be awarded, as required. 
    
    Advocate Engineer - awarded to Consortia AECOM- TECHNOREM -PW-$$FE-176-71482
    
    -Support DND in his procurement and contractual obligation in regards to this P3 process
    - Prepare technical specifications 
    -Provide scientist and technical advice to DND
    
    
    Fairness Monitor - awarded to Hallux Consulting
    - Provide oversight of the procurement process to ensure fairness, transparency, and integrity
    
    Cost Consultant - awarded to KPMG
    - Assist with Market Sounding
    - Facilitate Risk Workshop
    - Model Audit
    
    
    Financial and Insurance Advisor- awarded to Deloitte and Forum Assurance
    - Provide input to project planning and development of the Project’s Procurement Options Analysis, including Market Sounding, Risk Workshop
    - Develop and provide advice on the Project’s Payment Mechanism and insurance requirements
    - Support Project’s Financial Close
    
    
    
    
    Independent Certifier - 
    - Joint appointment with duty of care obligations to both Canada and the Private Partner
    - Verify the compliance of work performed by the Private Partner
    - Monitor the Project's progress against the Project Agreement
    - Certify the quality of the work performed 
    - Perform audits, inspections, and spot check testing
    - Monthly reporting to DND and PP. 
    - Services required throughout Design, Construction, and O&M periods
    - 
    
    The launch of the solicitation process for Steps 1 and 2 that was planned for 2018 is delayed in order to better integrate the project with a new urban development nearby.
    A new schedule is being developed to take into account the additional studies and adjustments required in the preparatory activities for the solicitation process
