    Public Works & Government Services Canada (PWGSC) and Aboriginal
    Affairs and Northern Development Canada (AANDC) are preparing
    bid documents and contract specifications for the remediation
    services required at the former Ennadai Lake weather station
    located in Nunavut. Prior to posting the Request for Proposal
    (RFP), PWGSC and AANDC would like to assess the level of
    interest from qualified firms who may be interested in
    submitting a proposal for this work.  It is anticipated that the
    documents will be available for distribution on MERX in the
    winter of 2012 however this timing has not been finalized.  In
    order to meet the operational project requirements, advance
    notice of this opportunity is being advertised for Industry to
    make the necessary arrangements and preparations for an Optional
    Site Visit, scheduled for the 27th of August 2012; and for the
    Crown to secure the required aircraft(s) for the charter to the
    site. Bidders who do not attend the site visit are not precluded
    from submitting a proposal but it is strongly recommended that
    firms attend in order to view the condition of the site.
    
    Background:
    
    Ennadai Lake is located about 370 km west of Arviat, Nunavut,
    and 525 km southwest of Rankin Inlet, Nunavut, at approximately
    61° 07' 51" N latitude and 100° 53' 14" W longitude (Figure 1).
    The site is located on the eastern shore, approximately half way
    up Ennadai Lake in the Kivalliq Region of Nunavut. The nearest
    community is Arviat, NU.
    
    The Ennadai Lake area has been the site of a weather station
    (manned and unmanned) since approximately the 1950s. The
    importance and level of activity at the site has varied over
    time, as has the government agency responsible for the site.
    
    The site currently consists of a pipeline and associated bulk
    fuel storage, several drum caches on the north and west portions
    of the site, a small landfill northeast of the main site area,
    and a collection of buildings dating from the original weather
    station in the 1950s which are centrally located. 
    
    According to the documentation available, no known remediation
    of contaminated media (soil, sediment, surface water or
    groundwater) has occurred at the site.
    
    Project Scope:
    
    General remediation activities at Ennadai Lake will consist of
    mobilization and demobilization; camp setup and maintenance;
    collection, containerization, and off-site disposal of hazardous
    materials; construction of onsite landfill and placement of 
    non-hazardous waste; excavation, containerization and off-site
    disposal of metal impacted soils; PHC contaminated soil
    excavation and treatment; structure demolition; site grading;
    burning of debris; processing of barrel contents; repair and
    maintenance of onsite roadways as required.
    
    Sourcing:
    
    PWGSC intends to post a RFP on MERX in the winter of 2012 and
    firms interested in submitting a proposal will order their bid
    documents from MERX. The proposed requirement will be subject to
    the provisions of the Agreement on Internal Trade (AIT) and must
    follow the requirements of the Nunavut, Comprehensive Land Claim
    Agreement (CLCA) which will apply. As such, bidders will be
    requested to maximize involvement of local Inuit groups within
    the CLCA, and surrounding communities. The benefits that will

    Optional Site Visit:
    
    It is optional that the bidder or representative of the bidder
    attend the site visit to examine the work site conditions. 
    PWGSC is currently making arrangements for an air charter and
    tour of the work site.  The point of departure to the site is
    expected to be Stony Rapids, Saskatchewan at approx. 12:30 pm on
    August 27th, 2012.  The Crown will provide the air charter from
    Stony Rapids, SK to the site and return. Details of the travel
    arrangements will be forwarded to respondents once they are
    finalized.  All other travel and living expenses associated with
    the travel to the point of departure and attending the site
    visit will be borne by the Bidders.  A limit of one person per
    company will be in place and registration will be based on
    "first come, first served".  Bidder's representatives must
    provide their own personal protective equipment (PPE) ie: hard
    hat, safety footwear etc. 
    
    **NOTE**
    
    Due to the size and scope of this project, registration for the
    optional site visit will be limited to Prime or Joint Venturing
    Contracting Firms only.  The contractor is responsible for
    supplying their own food & beverages, and come equipped with
    appropriate clothing for remote arctic travel.

    Bidders who, for any reason, cannot attend during the specified
    date(s) will not be given an alternative appointment to tour the
    site. A site visit report with Q & A's and photos will be
    provided as part of the tender package on MERX, and bidders will
    still be allowed to submit a proposal for the work.
