Trade Agreement: NAFTA/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: Yes Nature of Requirements: NOTICE OF PROPOSED PROCUREMENT PETROLEUM STORAGE TANK SYSTEMS - REMOVAL AND REPLACEMENT PROGRAM SIX RCMP DETACHMENTS, NWT REQUIREMENT: Public Works and Government Services Canada (PWGSC) requires the services of an environmental/mechanical engineering firm or joint partnership, acting in the capacity of the coordinating engineer of record, together with a multi-disciplinary team of sub-consultants for the provision of services required for this project. BACKGROUND: Public Works and Government Services Canada (PWGSC) Environmental Services (ES) has been retained by PWGSC-RPS in Yellowknife to manage the above ground petroleum storage tank upgrade, removal and/or replacement program at six RCMP detachments in the Northwest Territories. As a responsible environmental steward, the Royal Canadian Mounted Police (RCMP) developed a Sustainable Development Strategy in 1997 with updates in 2000, 2003 and 2007. One of the targets of the RCMP Sustainable Development Strategy in 2003 was to achieve 100% compliance with the applicable storage tank Codes and Regulations. In response to this target, in 2006 the RCMP initiated a project to conduct a National Storage Tank Baseline Study of 65 storage tank systems (including 102 individual tanks) at RCMP facilities across Canada. The results of the Baseline Study in 2006 provided the RCMP with the information necessary to prioritize their risks associated with these tank systems. PROJECT SCOPE: The Work under this program includes six RCMP detachements in the Northwest Territories as follows: (1) Tuktoyaktuk (one-22,500 L gasoline tank); (2) Behchoko/Rae and Edzo (ten-1135 L home heating fuel tanks); (3) Wha'Ti (four-1135 L home heating fuel tanks); (4) Fort Good Hope (three-1135 L home heating fuel tanks); (5) Fort Liard (three-1135 L home heating fuel tanks); and, (6) Fort Providence (six-1135 L home heating fuel tanks). Two of the sites are remote fly-in sites only. All travel and field work should occur in as cost effective a manner as possible (i.e. one flight from source to Yellowknife which could be the hub for all NT travels). All Work to be completed must be in compliance with all relevant codes, guidelines, standards, criteria, Acts and regulations. Services required include, but are not limited to; design and preparation of construction specifications and drawings, and cost estimates; tender and construction support services; commissioning and post construction support services. SECURITY REQUIREMENT: This procurement is subject to a Security Requirement. SOURCING: This procurement is subject to the provisions of the North American Free Trade Agreement (NAFTA). This procurement is subject to the following Comprehensive Land Claim Agreement(s); Inuvialuit Final Agreement, Article 16 - Economic Measures; Sahtu Dene and Metis Comprehensive Land Claim Agreement, Articles 12 - Government Employment and Contracts; and the Tlicho Land Claims Agreement, Chapter 26 - Economic Measures. CODE OF CONDUCT and CERTIFICATIONS PROVISIONS: Bidders must submit a complete list of names of all individuals who are currently directors of the Bidder. Furthermore, as determined by the Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form.
