Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: N/A - P&A/LOI Only Comprehensive Land Claim Agreement: Yes Nature of Requirements: LETTER OF INTEREST ADVANCE NOTICE TO INDUSTRY - PRE-TENDER OPTIONAL SITE VISIT Prior to posting the Request for Proposal (RFP), Public Works and Government Services Canada (PWGSC) and Aboriginal Affairs and Northern Development Canada (AANDC) are conducting an optional potential bidders site visit for qualified firms who are interested in submitting a proposal for the remediation work at Resolution Island (BAF-5). It is anticipated that the RFP documents will be available for download on Buy & Sell by approximately October 2015. In order to meet the operational project requirements, advance notice of this opportunity is being advertised for Industry to make the necessary arrangements and preparations for the optional Bidders Site Visit on August 13, 2015, and the Crown to secure the required air services. 1. REQUIREMENT: PWGSC on behalf of AANDC and has a requirement for the remediation of Resolution Island (BAF-5) Intermediate DEW Line Station. 2. BACKGROUND: a. BAF-5, Resolution Island was constructed in 1954 as part of the Pole Vault system, providing a communications link between the Distant Early Warning (DEW) Line and military bases in southern Canada and the United States. The site was vacated as a Pole Vault facility and Strategic Air Command Communications (SACC) post by the United States Air Force (USAF) in 1972 and then used by the Canadian Coast Guard as a Long Range Navigation (LORAN) navigational aid facility until 1974. Responsibility for the site was assumed by the Department of Indian Affairs and Northern Development (DIAND) now Aboriginal Affairs and Northern Development Canada (AANDC) in 1976. In 1985, a portion of the site was secured for use by the Department of Defense (DND) as a Short Range Radar (SRR) which was still in operation in 2015. The site is located on the northeast coast of Resolution Island, at 61º30'N, 65º00'W. b. The original environmental remediation at the site commenced in 1997 and was completed in 2006. The scope of work included remediation of contaminated soil, demolition of select structures, disposal of non-hazardous waste and contaminated soil in on site landfills, containerization and off-site transport of hazardous waste and infrastructure improvements to support remediation activities. The original project was focused on bringing the site into legal compliance with respect to the Canadian Environmental Protection Act (CEPA) and Fisheries Act legislation. c. The nearest communities to BAF-5 are Iqaluit, located approximately 310 kilometres (km) to the north-northwest, and Kimmirut, located approximately 300 km to the northwest. Inuit parties are known to hunt and fish in the area on occasion, but no permanent settlement exists on Resolution Island. d. The BAF-5 Pole Vault site originally accommodated up to two hundred (200) military personnel and consisted of forty (40) permanent buildings, including accommodations buildings, storage buildings, warehouses, fuel storage facilities and a troposcatter communication complex. Access to the site is provided by a 450 metre (m) long airstrip, located west of the station facilities, and by a beach landing area, located east of the station facilities. Two Freshwater sources have been investigated previously. Old Freshwater Lake is located approximately 1.3 km south of the airstrip. New Freshwater Lake is located approximately 1.3 km southwest of the Beach Landfill. Gravel roads were built linking the airstrip, Beach Area and Old Freshwater Lake to the Station Area facilities. e. Infrastructure remaining on site includes Building S9 and S10 (officer's quarters and mess buildings), Building S16 (cold storage building), Building S17 (warehouse), Building S18 (vehicle storage building), Building RD3 (Old Radome), Building S20 (former monitoring camp) and Shed, Generator Building, Building N10, Building North of N10, Covered Walkway, Remote Antenna Building, Building B2 (beach warehouse) , above ground POL tanks (Camp Tank, Helipad Tank and Beach Tanks), felled communication structures and concrete anchor pads, and concrete foundations. f. An assessment of site access was completed during the 2013 Maintenance Assessment. Site roads were generally in fair condition, with sections of the roads being in very poor condition. Road repairs/upgrades are required to facilitate access to all areas of the site. The roads are split into four sections. The condition of each section is described as follows: i. Upper Site to Airstrip: Roads in the area were in good to fair condition, requiring minor repair or upgrade for future use. The area adjacent to the Tier II Disposal Facility is not adequate for two-way traffic. The portion of the road within 100 metres of the airstrip was in very poor condition, with major erosion, drainage channels and slope failure in the area. ii. Airstrip to Freshwater Lake: This section was in good to very poor condition, with a portion of the road considered impassable for construction equipment. Minor erosion features and localized areas of poor drainage were present in the section of road between the airstrip and the Radio Hill Access Road. Deep erosion channels (approximately 15 to 20 centimetres deep) were present in the section of road between the Radio Hill access road and Freshwater Lake. There were multiple washouts in the portion of road between the Radio Hill Access Road and Freshwater Lake. The most significant feature in this section of road was a washout at the base of the hill near Freshwater Lake, where the culvert has collapsed and segmented. iii. Freshwater Lake to Beach: This section was generally in fair condition, but several erosion gullies and washouts have developed that require repair. Improvement of drainage ditches in the area may be required. Portions of the road may need to be widened to accommodate two-way traffic. iv. Radio Hill Access Road: This section of road was in good to fair condition. There was a large drainage channel present in the centre of the road, approximately 70 m up gradient of the access point to Radio Hill Access Road. This portion of road is on a relatively steep slope and enhanced safety precautions may be required during future activities due to the tight bends and narrow sections. v. Eight dump/landfill areas have been previously identified at the BAF-5 site: the Camp Landfill, PCL Dump, North Slope Dump, SRR Construction Landfill, Tier II Disposal Facility, Maintenance Dump, Airstrip Landfill and Beach Landfill. vi. Barges have historically landed at the Beach Area. A nautical chart for Resolution Island Approaches to Sorry Harbour and Brewer Bay, published by the Canadian Hydrographic Service indicates the presence of an anchorage area approximately 0.6 km off shore from the Beach Area and ocean depth information for access corridors to Brewer Bay. 3. OPTIONAL SITE VISIT: It is optional that the Bidder or a representative of the Bidder visit the Resolution site. Arrangements have been made for site visit to be held on August 13, 2015 leaving from Iqaluit Airport at 9 AM. Bidders must communicate with the Contracting Authority no later than 2:00 P.M. M.S.T., July 31, 2015, before the scheduled visit to confirm attendance and provide the names of the person(s) who will attend. E-mail: Teresa.Olson@pwgsc-tpsgc.gc.ca. Phone: (204) 230-4558. Bidders will be required to sign an attendance form. Bidders who do not attend or send a representative will not be given an alternative appointment. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. Bidders or their representative will be responsible for making their way to Iqaluit. PWGSC will provide air transportation for the Bidder or their representative [one (1) person only] to the BAF-5 site. Due to limited seating on the aircraft, attendance is limited to one bidder or their representative. All travel & living costs associated with travel to Iqaluit for the purpose of attending the optional site visit will be borne by the Bidder or their representative. INFORMATION a. Due to limited space, each bidder attending will be limited to one (1) representative for the site visit. b. Attire - It is mandatory that all persons attending the site visit have the proper safety boots, hard hats, high visibility vest, and safety glasses. c. Non-Registered bidders may not be eligible for the site visit. d. All travel and living costs associated with travel to Iqaluit for the purpose of attending this Optional Site Visit will be borne by the bidder or its representative. 5. SOURCING PWGSC intends to post this RFP on the Government Electronic Tendering Services at Buyandsell.gc.ca/tenders and potential bidders interested in submitting a proposal will be required to order documents from buyandsell.gc.ca/tenders. The competitive requirement will be subject to the provision of the World Trade Organization-Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). The requirement of the Nunavut Land Claim Agreement will apply to the proposed procured. The benefits that apply are contained in Article 24 of The Agreement Between The Inuit of the Nunavut Settlement Area and Her Majesty the Queen in Right of Canada.
