REQUIREMENT: Prior to posting the Request for Proposal (RFP), Public Works and Government Services Canada (PWGSC), on behalf of Transport Canada (TC), is conducting an Optional Pre-tender Site Visit for firms who are interested in the upcoming remediation project near Resolute Bay, Nunavut, at a former landfills site. To meet the operational project requirements and secure the required air services, Canada is providing advance notice of this opportunity for Industry to make the necessary arrangements and preparations for the optional Bidders Site Visit to be held September 2, 2015. It is anticipated the Request For Proposal (RFP) documents will be available on www.Buyandsell.gc.ca/tenders approximately December 2015. 2. BACKGROUND: The site is located near the Resolute Bay airport that is five kilometers (km) northwest of the Inuit hamlet of Resolute located in Resolute Bay on Cornwallis Island, in the Qikiqtaaluk Region, Nunavut. The site consists of three areas of environmental concern (AEC) that require remedial work that consist of a Vehicle Storage Area (AEC 3), Historic Landfill (AEC 2) and Solid Waste Landfill (AEC 1). The site previously acted as a formerly operated TC airport landfills and waste storage areas that serviced TC airport operations. The generation of solid waste has occurred with the airport operations and development of the hamlet of Resolute Bay. Consequently the creation of several landfill sites has occurred to handle waste generation near the airport. Two landfills and a waste metal storage area are present near the airport. Each location has identified environmental impacts as a result of historical and current activities associated with the airport and community. The waste metal storage area consists of three general sub-areas where waste metal is stored above ground and is estimated to have started operation between the late 1970s to mid 1980s. A historic landfill operated from 1947 to 1996 and was used by Canadian and American military, TC and various airport tenants. A solid waste landfill was developed between the 1960s and 1970s and operated officially until 1995. Both landfills are considered to be closed since the mid 1990s and not accepting waste. Contaminants of concern identified at the site include petroleum hydrocarbon (PHCs), polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), and metals in soil, sediment, surface water, and groundwater. Hazardous materials, such as lead amended paint, asbestos, transformer oil, waste oils, and other miscellaneous solid and liquid hazardous wastes have been identified on site. According to the documentation available, no known remediation of contaminated media (soil, sediment, surface water or groundwater) has occurred at the site. Wildlife typically found in this region includes polar bears, caribou, arctic foxes, and other small mammals. Marine wildlife in the area includes seals, walruses, and whales, and in the late spring assorted waterfowl, including Ivory Gulls. Resolute Bay is accessible via the airport, equipped with a gravel airstrip, and by sealift/barge area. Accommodations are available in the Hamlet. The site is accessible via road from the Hamlet of Resolute Bay. It is anticipated that the remediation of the Airport Landfills and Vehicle Storage area will require up to three construction seasons (summers of 2016, 2017, and 2018) depending how the work is sequenced. A typical construction season for these locations normally starts in June and concludes by late September, which allows approximately 90 days. Potential hazards inherent with a remote northern location are wildlife and arctic weather conditions. Due to the logistical challenges associated with this project, a number of the risks have been identified, primarily those with mobilization and demobilization; remediation and construction activities; work schedules; weather delays; air charter; and replenishment of materials have been identified. 3. PROJECT SCOPE: General remediation activities at the Resolute Bay Airport Landfills will consist of mobilization/demobilization of equipment; site set-up and housekeeping; preparation of aggregate material; excavation, hauling and placement of material (soil and waste); segregation of waste materials (hazardous and non-hazardous); placement of non-hazardous materials in the landfill; packaging and storage of various hazardous materials for disposal; separation and off-site disposal of PHC impacted soils to the Airport Land Treatment Unit; capping the top of the former landfill area with borrowed clean quarry run material; constructing drainage swales and grading the slope faces/top of the landfills to achieve desired slope angles; installation of landfill thermistors for temperature monitoring; installation of groundwater monitoring wells and repair and maintenance of onsite roadways as required. 4. OPTIONAL PRE-TENDER SITE VISIT: PWGSC on behalf of TC has scheduled an Optional Pre-tender Site Visit on Tuesday, September 2, 2015 at the Resolute Bay Airport Landfills site. Interested firms are strongly encouraged to attend; however, those who do not attend will not be precluded from submitting a bid when the Request for Proposal (RFP) is issued. Interested firms who do not attend or send a representative will not be given another opportunity to travel to the site. 5. LOGISTICS (LOCAL TIME): Schedule is: Optional Pre-tender Site Visit - Wednesday, September 2, 2015, from 8:30 am. to 3:30 pm. Registered attendees are to meet at the South Camp Inn at 8:30am. 6. ADDITIONAL INFORMATION: a. Due to limited space, each bidder attending will be limited to one (1) representative for the site visit. b. Attire - It is mandatory that all persons attending the site visit have the proper safety boots, hard hats, high visibility vest, and safety glasses. Proper outerwear to protect from the elements should also be worn. c. The site visit will include walks/hikes in potentially unfavorable weather conditions, near unstable landfill slope, and exposed debris. It is highly recommended that firms take this into consideration when registering their employee (or authorized representative). d. Non-Registered bidders may not be eligible for the site visit. e. All travel and living costs associated with travel to Resolute Bay for the purpose of attending this Optional Site Visit will be borne by the bidder or its representative. f. There is a possibility that due to weather conditions the site visit may be cancelled. g. There is no additional information available at this time. Full project information will be available when the solicitation is posted to Buy & Sell in December. h. All participants must provide their own food and water. i. All participants will be required to sign an attendance form. Names and contact information of participants may be included with subsequent solicitation documents for posting on www.Buyandsell.gc.ca to aid interested sub-contractors in contacting potential bidders. COMPREHENSIVE LAND CLAIM AGREEMENT The requirement falls within the Nunavut Land Claim Agreement and is subject to the socio-economic benefits of the NLCA specified in Article 24, PART 6: BID CRITERIA, 24.6.1 (a) (b) (c).
