    Public Works and Government Services Canada (PWGSC) Environmental Services and Contaminated Sites Management (ESCSM) on behalf of PWGSC and other client departments has a requirement for environmental consulting services for various projects on an "as and when requested" basis. Public Works and Government Services Canada is inviting consulting firms with Environmental Engineering expertise to submit proposals for Standing Offers.  The selected consultants shall provide a range of services as identified in the Required Services section of this document for projects in Northwest Territories, Nunavut and Yukon.
    
    
    This procurement is subject to the following Comprehensive Land Claim Agreement(s).  One or more of the following Comprehensive Land Claim Agreements may apply to any resulting Call-ups, dependent on location(s) of services: 
    1) Nunavik Inuit Land Claims Agreement, Article 13 - Government of Canada Employment and Contracts;
    2) Inuvialuit Final Agreement (1984), Article 16 - Economic Measures;
    3) Sahtu Dene and Metis Comprehensive Land Claim Agreement, Chapter 12 - Economic Measures
    4) Tlicho Land Claims and Self-Government Agreement, Chapter 26 - Economic Measures;
    5) Nunavut Land Claim Agreement (1992), Article 24 - Government Contracts;
    6) Gwich’in Comprehensive Land Claim Agreement, Article 10 - Economic Measures;
    7) Yukon Umbrella Final Agreement - Council for Yukon Indians, Chapter 22 - Economic
    Development Measures;
    8)  Eeyou Marine Region Land Claims Agreement, Chapter 21- Government Employment and Contracts.

    This request for Standing Offer is to establish standing offers for the delivery of the requirement detailed in the bid solicitation, to the Identified Users within the Canadian Territories, including areas subject to Comprehensive Land Claims Agreements.
