The Faro Mine Complex, which is approximately 25 square kilometers in size, is located in central Yukon, 22 km north of the Town of Faro, Yukon and approximately 360 km northeast of Whitehorse, Yukon. The Site is situated within the Traditional Territory of the Ross River Dena Council, Liard First Nation, and Kaska Dena Council and upstream from the Traditional Territory of the Selkirk First Nation. The Faro Mine Complex can be divided into three major areas: The Faro Mine Area, the Rose Creek Tailings Area (RCTA), and the Vangorda Plateau. The resulting Funding Agreement will be issued and administered by DIAND. Roles and responsibilities of the Contractor will include, but are not limited to: - Performance of the Care and Maintenance Sub-Contractor (in the event the Care and Mantenance contract is novated); - Constructability reviews of all designs; - Completion of planning and pre-construction tasks related to the construction works; - Procurement of all work through Sub-Contracts; - Performance of the Sub-Contractors - Delivery of all work packages in a manner that protects human health and safety and the environment; - Fulfilling the role of Constructor for all works occurring during the project; - Environmental performance OPTIONAL SITE VISIT 1. There will be a site visit on April 12th, 2018 at 7:30 am PDT. Interested bidders are to meet at Alkan Air hangar (105 Lodestar Lane). It is optional the Bidder or a representative of the Bidder visit the Faro Mine Site. Arrangements have been made for a site visit to be held on April 12, 2018 leaving from the 105 Lodestar Lane in Whitehorse at 0730 PST. Bidders must register with the Procurement Specialist no later than 2:00 P.M. PDT., April 9, 2018, to confirm attendance and provide the name of the person who will attend. Bidders will be required to sign an attendance form. Bidders who do not attend or send a representative will not be given an alternative appointment. DIAND will provide air transportation for the Bidder or their representative [one (1) person only] from Whitehorse to the Faro Mine Site. 2. Safety Attire - It is mandatory that all persons attending the site visit have the proper personal protection equipment (safety glasses, footwear, vests and hard hats etc.). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site. IMPORTANT SITE VISIT INFORMATION: a. ONCE THE MAXIMUM CHARTER CAPACITY OF 10 HAS BEEN REACHED BIDDERS WILL BE RESPONSIBLE FOR ARRANGING THEIR OWN TRANSPORTATION TO AND FROM THE SITE. Bidders that have their own transportation are to meet at the Faro Mine Site Security office at 9:00 am PDT. b. Attire: It is mandatory that all persons attending the site visit have the proper safety boots, hard hats, high visibility vest, and safety glasses. Proper outerwear to protect from the elements should also be worn. c. Attendees should be prepared to walk over rough terrain to access the full site. d. Non-Registered bidders may not be eligible for the site visit. e. All travel and living costs associated with travel to Whitehorse for the purpose of attending this Optional Site Visit will be borne by the bidder or its representative. f. There is a possibility that due to weather conditions the site visit may be cancelled. g. It is the responsibility of the attendees to bring their own food and water on the site visit, food and water will NOT be provided. h. Please register for the site visit by contacting Amanda Wiebe (204) 510-9736 or email: Amanda.wiebe@pwgsc-tpsgc.gc.ca OPTIONAL BIDDERS’ CONFERENCE A bidders' conference will be held at the 300 Main St., Whitehorse, YK, Boardroom 3A on April 13, 2018. The bidders' conference will also be available by Web-Ex. Bidders will be provided with call-in information upon registration. The conference will begin at 9:00am PDT. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. Bidders are requested to communicate with the Procurement Specialist before the conference to confirm attendance by emailing Amanda.wiebe@pwgsc-tpsgc.gc.ca, or by calling (204)510-9736. Bidders should provide, in writing, to the Procurement Specialist, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than April 9, 2018. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid. APPLICATION OF IOC TO TENDERED WORK PACKAGES Bidders will be requested to maximize Indigenous employment, subcontracting and on-the-job training opportunities, and involve Indigenous citizens and businesses from the area of the contract, in carrying out the work under this project. The area of the contract is within the Kaska Dena asserted traditional territory. Bidders are responsible for obtaining copies of bid forms and special instructions and amendments issued prior to bid closing, and are to ensure they are addressed in the submitted bid. This procurement contains MANDATORY requirements. Failure to comply will result in rejection of your bid. Firms intending to submit bids on this project should obtain bid documents through the GETS service provider on the Governmentof Canada Web site at http://buyandsell.gc.ca/procurement-data/tenders. Firms that obtain bid documents from a source other than the official site run the risk of not receiving a complete package. This PWGSC office provides procurement services to the public in English. Value of Project: To assist with bonding and insurance requirements, this project is estimated between $100-200M Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
