SOURCING PSPC intends to issue a competitive RFP in Quarter 1 of 2022. The selection will be based on the highest responsive combined rating of Inuit Benefits Plan (IBP), technical merit, and price. The ratio will be determined in the RFP. The requirements of the Nunavut Directive will apply to this procurement. Bidders are requested to maximize Inuit employment, contracting and training and skills development opportunities, and involve Inuit Citizens and businesses, in carrying out the work under this project. When the RFP is posted on www.Buyandsell.gc.ca/tenders, the provisions of the Canadian Free Trade Agreement (CFTA) will apply and, where applicable, the appropriate International Trade Agreements will be determined. BACKGROUND The Eureka High Arctic Weather Station (HAWS) is operated by the Atmospheric Environment Services (AES) department of ECCC. The HAWS is located on the north side of Slidre Fjord at the northwestern tip of the Fosheim Peninsula on Ellesmere Island in Nunavut (85°48’0" W and 79°59’0" N), approximately 1,100 kilometres (km) from the geographic North Pole and north of the magnetic North Pole. The Eureka HAWS was the first of five of Canada’s Joint Arctic Weather Stations, established in 1947 by the Department of Transportation, Air Services Division, Meteorological Branch (now AES). In 1970, the United States of America withdrew their support for the stations leaving the program in the hands of the Canadian Government, at which time the stations were re-named High Arctic Weather Stations. The Eureka HAWS consists of a Main Station and a Runway (located approximately 1.5 km northeast of the Main Station). The HAWS serves as a hub for numerous agencies including the Department of National Defence, Natural Resources Canada’s (NRCan’s) Polar Continental Shelf Project (PCSP), and the Polar Environment Atmospheric Research Laboratory (PEARL). ECCC owns and manages the Eureka HAWS under Land Reserve #1021. Several environmental investigations have been conducted at the Eureka HAWS from 1995 through to 2021. These investigations identified the presence of various contaminants of concern (COCs), including petroleum hydrocarbons (PHCs), polycyclic aromatic hydrocarbons (PAHs), and metal impacted soils that have been assessed in a remedial action plan (RAP) for the site in 2020. A Human Health and Ecological Risk Assessment (HHERA) of the Eureka HAWS was updated in 2021, with the development of new site-specific target levels (SSTLs) for the COCs previously identified, to aid in the development and finalization of the remedial plan for the site. These newly-derived SSTLs were developed with consideration of the currently planned construction and remediation activities at the HAWS, as well as ongoing existing operational activities and the ecological environment. Based on the newly derived SSTLs, the recommended soil remedial management option identified for impacted soils was excavation of the soil and removal to an engineered Landfarm Treatment Facility (LTF). Landfarming is an ex-situ bioremediation technique that involves excavating and spreading impacted soil in a bed stimulating aerobic microbial activity through aeration and/or the addition of minerals, nutrients, and moisture. Access to the facility is provided by air via an all-weather airfield and an annual sea lift that typically arrives in late summer. This information session is to go over some of the technical and logistical considerations, plus work scheduling and procurement requirements that will be required to submit a complete bid for this work. OPTIONAL PRE-TENDER INFORMATION SESSION An optional information session will be held by videoconference and teleconference via Microsoft Teams on Tuesday, December 21, 2021. The session will begin at 10:00 AM MST. Bidders are requested to communicate with the Contracting Authority at dallas.scott@pwgsc-tpsgc.gc.ca before the teleconference to register and get participation and access details. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be participating no later than Monday December 20, 2021, 16:00 MST. An amendment to this notice will be posted, including a copy of the presentation(s) shown during the session, a copy of the Attendance Register (containing company names only), as well as any questions/answers posed during the session.
