    1. TITLE
    
    Bullmoose-Ruth Borrow Development, Bullmoose Mine Sites, Northwest Territories
    
    2. SUPPLY ARRANGEMENT EW479-192534
    
    This solicitation is selectively tendered to supply arrangement holders under the EW479-192534 request for supply arrangement (RFSA) for remediation construction services for northern contaminated sites and based in the NT South East administrative zone of the Northwest Territories.  The bid solicitation process is outlined in Part 6 Supply Arrangement and Resulting Contract Clauses, B. Bid Solicitation.
    
    Public Works and Government Services Canada (PWGSC) is inviting the following supply arrangement holders to bid on a REQUIREMENT FOR BORROW DEVELOPMENT in Bullmoose Mine Sites, Northwest Territories.

    3. REQUIREMENT
    
    
    The Bullmoose Area Sites Remediation Project involves the remediation of 7 abandoned mine sites located approximately 75 km northeast of Yellowknife. These sites include: Bullmoose, Ruth, Storm, Joon, Beaulieu, Chipp Lake and Spectrum Lake.  Remediation was completed in 2018 and the site is now in the long term monitoring phase.  
    
    Through long term monitoring, several areas were identified as requiring maintenance to support the long term success of the remediation. The work will require production of granular material from identified borrow areas, landfill repair and revegetation, supply and installation of a fuel storage berm, and provision of camp services to support construction staff.
    
    
    4. TLICHO LAND CLAIMS AND SELF-GOVERNMENT AGREEMENT
    
    The proposed requirement is subject to the Tlicho Land Claims and Self-Government Agreement. The requirements of the Tlicho Land Claims and Self-Government Agreement will apply to this procurement:
    
    Chapter 26 Economic Measures, of the Tlicho Land Claims and Self- Government Agreement, clauses 26.3, 26.3.1 (a).
