    REQUIREMENT:
    Prior to posting the Request for Proposal (RFP), Public Services and Procurement Canada (PSPC), on behalf of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), is conducting an Optional Pre-tender Site visit for firms who are interested in the upcoming remediation project at O’Connor Lake Mine, NWT. 
    
    SOURCING:  
    PSPC intends to issue a competitive RFP in the Winter of 2022/2023 (estimated). The selection will be based on the highest responsive combined rating of Indigenous Participation Plan (IPP), technical merit, and price. 
    When the RFP is posted on www.Buyandsell.gc.ca/tenders, the provisions of the Canadian Free Trade Agreement (CFTA) will apply and, where applicable, the appropriate International Trade Agreements will be determined.
    
    BACKGROUND: 
    O’Connor Lake Mine (the "Site") is located in the Northwest Territories approximately 190 km southeast of Yellowknife, 150 km north of Fort Smith, and 220 km east of Hay River. The approximate coordinates of the site are 61° 19’ 35.62" N, 111° 47’ 31.46" W. The site is currently managed by CIRNAC.
    The Site is approximately 10 hectares and contains approximately 11 structures in various states of disrepair, a headframe and development area with a waste rock pile, an exploration trench and various areas of scattered debris. Other than the head frame and waste rock piles/trench, the site is largely vegetated and in a re-naturalized state.
    O’Connor Lake Mine was in operation between 1949 and 1952 and produced 4,300 tonnes of rock and 900 tonnes of ore (mainly copper, lead, and zinc). Historical documents and absence of tailings suggest milling operations did not occur on the site. Operations ceased due to the declining price of metals and the expected development of Pine Point, a large scale mine located on the south shore of Great Slave Lake, NT.
    Information regarding the remediation program is provided below (dimensions and volumes are approximate):
    Open Shaft:  Shaft is approximately 3.5 m by 3.5 m.  The shaft is blocked by an ice plug at a depth of approximately 8 m. Fill with concrete from 1 m to 8 m below grade. Cap with clean fill material.  
    Exploration Trench:  The trench is approximately 17 m long by 2.5 m wide and 3 m deep.  Partially backfill and slope so that no fall risk of 1 m or greater remains.
    Waste Rock Pile:  Leave in place.
    Abandoned Buildings and Headframe:  Remove asbestos, demolish structures, and sort debris.
    Non-Hazardous Debris:  Containerize and dispose of at an offsite facility.
    o Wood: 198 m3, Metal: 18 m3, Concrete: 29 m3
    o Clean wood to be burned onsite.
    o Clean concrete to be placed in exploration trench prior to backfilling.
    Hazardous Debris:  Containerize and dispose of at an offsite facility.
    o Asbestos: 8 m3, Batteries: 2
    It should be noted that the O’Connor Mine site is an active exploration target. Slave Lake Zinc holds the exploration rights to the property and has submitted plans for an exploration camp to support an exploration drilling program.
    
    OPTIONAL PRE-TENDER SITE VISIT
    An optional site visit will be held on site on Tuesday 27 September 2022. 
    Bidders are requested to communicate with the Contracting Authority at matthew.keenan@pwgsc-tpsgc.gc.ca before the site visit to register and get participation and access details. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be participating no later than Wednesday 21 September 2022, 14:00 CDT. 
    Note that there is limited space and attendance may be limited to one individual per company.
    An amendment to this notice will be posted, a copy of the Attendance Register (containing company names only), as well as any questions/answers posed during the session. Firms who do not attend will not be precluded from submitting a bid.
    
    ADDITIONAL INFORMATION: 
    Any bidders/representatives who have not registered in advance for the Optional Pre-tender Site Visit may be denied entry to the aircraft and site.
    PWGSC will provide and pay for return charter air transportation for an employee of the interested firm (or authorized representative) between Yellowknife and the O’Connor Lake Mine Site.
    With the exception of the cost of the PWGSC charter air transportation, all other travel & living costs incurred by the employee of the interested firm (or authorized representative) for the purpose of attending the Optional Pre-tender Site Visit will be borne by the interested firm.
    This Optional Pre-tender Site Visit is intended for interested firms that are Prime or Joint Venture Contracting firms. 
    All participants will be required to sign an attendance form prior to boarding charter aircraft.
    All participants will be required to review, sign and comply with the Site Specific Health and Safety Plan for the site visit prior to boarding charter aircraft.
    All participants must provide their own required Personal Protective Equipment (PPE) consisting of clothing appropriate for varying weather conditions, CSA approved safety boots, and a high visibility vest. 
    All participants must provide their own food and water.
    The site visit will include walks/hikes in potentially unfavorable weather conditions and over sloped/rough terrain. It is highly recommended that firms take this into consideration when registering their employee (or authorized representative).
