    TWO PHASE SELECTION PROCESS
    This is the first phase (Phase One) of a two-phase process: the first phase will evaluate the qualifications of all interested suppliers; the second phase (Phase Two) will invite the qualified suppliers to provide a financial bid on the project based on the specifications and drawings. The qualification list will expire within 180 days or upon award of a contract in Phase Two, whichever is earlier, and the prequalification list will not be used in any other solicitation. 
    
    
    Requirement:
    Public Services and Procurement Canada (PSPC), on behalf of Correctional Service Canada (CSC) is initiating work to retain a Contractor to provide construction services associated with the decommissioning of a storage tank system at the CSC Regional Psychiatric Centre in Saskatoon, Saskatchewan. Specifically, to decommission, remove and dispose of an underground storage tank system with an associated aboveground day tank, and complete associated site restoration works (including, but not limited to, a new foundation and re-installation of an exterior steel staircase). 
    
    The subject site is located at the CSC Regional Psychiatric Centre at 2520 Central Avenue in Saskatoon, Saskatchewan. CSC requires the decommissioning of the storage tank system described below. The storage tank system is registered with Environment and Climate Change Canada under Identification Number EC-00000135, and consists of two tanks as follows:
    
    • One 5,000 L fiberglass diesel underground storage tank (UST)
    • One 675 L diesel day tank
    
    The day tank is located inside a maintenance building adjacent to the UST which is outside the building. The two tanks are connected via piping through the concrete foundation of the building. A steel staircase and waste bins are located on the outside of the building above the UST. The staircase and waste bins will need to be removed to decommission the tank system and reinstalled once the tank removal activities have been completed. The existing staircase superstructure will require a new deep foundation against frost. 
    
    The successful bidder will be responsible for completing and submitting permit applications, management of site safety, site preparation activities, UST and day tank system decommissioning and removal, environmental sampling, restoration of the site, and submission of project closeout documentation. Issued for Tender drawings and specifications will be provided to interested qualified Contractors upon confirmation of qualifications, for preparation of a Bid.
    
    The contractor must complete the work by August 31, 2023.
    
    Mandatory Requirements: 
    
    M1: Bidders must be considered qualified in accordance with the federal Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations (SOR/2008-197). The Bidder must be licensed/certified by Provincial authorities having jurisdiction in the Province of Saskatchewan for removal of underground storage tanks and be a member of the Saskatchewan Retail Petroleum Construction Association and/or the Canadian Petroleum Contractors Association registered in Saskatchewan.
