    1.	REQUIREMENT:
    	Public Works and Government Services Canada (PWGSC), on behalf
    of Transport Canada, has a requirement for remediation
    activities at the Cambridge Bay Airport Fire Training Area (FTA)
    located on Victoria Island, Nunavut. The work includes, but is
    not limited to the mobilization and demobilization of all
    necessary equipment and materials, for excavation of
    contaminated soil, construction of a landfarm treatment unit
    (LTU) at the site, and transpotation of impacted soil to the LTU.
    
    2. 	COMPREHENSIVE LAND CLAIM AGREEMENT:
    	The requirement is subject to the requirements of the Nunavut
    Comprehensive Land Claims Agreement. Bidders are encouraged to
    maximize involvement of local Inuit groups from the area of the
    contract associated with the project. Article 24 of the Nunavut
    Comprehensive Land Claims Agreement applies.
    
    3.	TRADE AGREEMENT:
    	The proposed requirement is subject to the provisions of the
    Agreement on Internal Trade (AIT).
    
    4.	PERIOD OF PROPOSED CONTRACT:
    	The period of the contract will be from date of award to 31
    December, 2013. The Work is to be performed during the period of
    (estimated) August 2013 to Fall 2013 and all deliverables must
    be received on or before 31 December, 2013.
    	
    5.	CONTRACTOR EVALUATION AND SELECTION CRITERIA:
    	The method of procurement chosen for this requirement calls for
    the submission of proposals by contractors who will deliver a
    strategy that best meets Canada's needs as described in the RFP.
     Proposals must meet all Mandatory requirements set out in the
    bid evaluation criteria. Those bidders who achieve a minimum 
    60% overall score will be further considered using the assessed
    Best Value to the Crown (60% Merit + 40% Cost) Contractor
    Selection method set out in the bid documents.
