REQUIREMENT: Prior to posting the Request for Proposal (RFP), Public Works and Government Services Canada (PWGSC) and Aboriginal Affairs and Northern Development Canada (AANDC) is conducting an Optional Pre-tender Site Visit for interested firms who are interested in the upcoming remediation project for CAM-C, Matheson Point, NU a former United States Air Force (USAF) Dew Line Intermediate Site. It is anticipated the Request For Proposal (RFP) documents will be available on www.Buyandsell.gc.ca/tenders by December 2013 (estimated). 2. BACKGROUND: The site is located entirely on Crown land, approximately 370 kilometres west or Arviat, NU or 500 km southwest of Rankin Inlet, NU (61° 07' 51" N, 100° 53' 14" W). The site is located two kilometres inland on the southeast cost of King William Island with the nearest community being Gjoa Haven, NU about 28 kilometres to the southwest. The site previously acted as a former USAF Dew Line Intermediate Site, originally established in 1957 and decommissioned in 1963. Wildlife typically found in this region includes polar bears, seals, whales, arctic fox, arctic hare, caribou, ermine, lemming, ptarmigan, snowy owl, raven, snow bunting, osprey, shorebirds, seabirds, and waterfowl. The site is accessible by aircraft or by sea in the summer. All terrain vehicles can assess the site overland in the summer, although this is not viable for routine access. In the winter, the site can be accessed overland or by sea ice by skidoo or CAT-Train. The site has two main areas: the Main Station and Beach Area. The Main Station consisted of a building train, a garage, warehouse, POL (petroleum, oil and lubricants) tanks, drum storage area and communications tower. Site facilities were dismantled after the station was abandoned. In 1985 some hazardous materials, including two transformers, a choke and light ballasts were removed. Concrete foundations, scattered debris and a fallen antenna are the only remnants of the Main Station that remain. An airstrip suitable for landing twin otter aircraft, reported to be in good condition (2011), is located adjacent to the Main Station area. The Beach Area was used for barge landings of supplies and approximately 400 drums (45 gallon) remain. Partially buried debris is visible along the hillside southwest of the site. The beach area has a barge landing area suitable to support sealift access to the site. A road, reported to be in good condition (2011), and partially intact old pipeline link the Beach Area to the Main Station. The Main Station is approximately 3 km from the barge landing area. Contaminants of concern identified at the site include PCBs, arsenic, cadmium, cobalt, copper, lead, nickel, zinc, asbestos, and petroleum hydrocarbons. It is anticipated that the remediation of the DEW Line site will require up to two construction seasons (summers of 2014 and 2015) depending how the work is sequenced. A typical construction season for these locations normally starts in June and concludes by late September, which allows approximately 90 days. Potential hazards inherent with a remote northern location are wildlife and arctic weather conditions. Due to the logistical challenges associated with this project, a number of the risks have been identified, primarily those with mobilization and demobilization; remediation and construction activities; work schedules; weather delays; air charter; and replenishment of food and materials have been identified. 3. OPTIONAL PRE-TENDER SITE VISIT: PWGSC on behalf of AANDC has scheduled an Optional Pre-tender Site Visit on Monday, August 26, 2013 for remediation activities at CAM-C, Matheson Point, NU a former (USAF) Dew Line Intermediate Site. Interested firms are strongly encouraged to attend; however, those who do not attend will not be precluded from submitting a bid when the Request for Proposal (RFP) is issued. It should be noted that interested firms who do not attend or send a representative will not be given another opporortunity to travel to the site. 4. LOGISTICS (LOCAL TIME) - SCHEDULE IS WEATHER AND AIRCRAFT DEPENDENT: Optional Pre-tender Site Visit - Monday August 26, 2013. Yellowknife, NT to CAM-C, Matheson Point, NU (charter aircraft) - 7:00 AM - 10:30 AM CAM-C, Matheson Point, NU to Yellowknife, NT (charter aircraft) - 3:30 PM - 7:00 PM 5. ADDITIONAL INFORMATION: Interested firms must communicate with the Contracting Authority no later than 2:00 PM MDT, August 15, 2013, before the scheduled visit to confirm attendance and provide the name of the person who will attend. Contracting Authority is Brent Peters E-mail: brent.peters@pwgsc-tpsgc.gc.ca or via telephone at 780-497-3668 PWGSC will provide and pay for return charter air transportation for an employee of the interested firm (or authorized representative) between Yellowknife, NT and CAM-C, Matheson Point, NU as specified in Section 4. With the exception of the cost of the PWGSC charter air transporation, all other travel & living costs incurred by the employee of the interested firm (or authorized representative) for the purpose of attending the Optional Pre-tender Site Visit will be borne by the interested firm. Due to limited availability of charter aircraft and seating capacity, attendance to the Optional Pre-tender Site Visit will be limited to one employee (or authorized representative) per interested firm. This Optional Pre-tender Site Visit is intended for interested firms that are Prime or Joint Venturing Contracting firms. All participants will be required to sign an attendance form prior to boarding charter aircraft. All participants must provide their own required Personal Protective Equipment (PPE) consisting of clothing appropriate for varying weather conditions, CSA approved safety boots, and a high visibility vest. All participants must provide their own food and water. The site visit will include walks/hikes in potentially unfavorable weather conditions. It is highly recommended that firms take this into consideration when registering their employee (or authorized representative). 6. SOURCING: When the RFP is posted on www.Buyandsell.gc.ca/tenders, the requirements of the Nunavut Comprehensive Land Claim Agreement will apply. When the RFP is posted on www.Buyandsell.gc.ca/tenders, the provisions of the Agreement on Internal Trade (AIT) will apply and, where applicable, the appropriate International Trade Agreements will be determined.
