    LETTER OF INTEREST
    ADVANCE NOTICE TO INDUSTRY - PRE-TENDER OPTIONAL SITE VISIT
    Prior to posting the Request for Proposal (RFP), PWGSC and
    Aboriginal Affairs and Northern Development Canada (AANDC) is
    conducting an optional potential bidders site visit for
    qualified firms who are interested in submitting a proposal for
    the remediation work at the CAM-E (Keith Bay) Intermediate
    Distant Early Warning Line (DEW Line) Station.  It is
    anticipated that the RFP documents will be available for
    download on Buy & Sell by approximately October 2015. In order
    to meet the operational project requirements, advance notice of
    this opportunity is being advertised for Industry to make the
    necessary arrangements and preparations for the optional Bidders
    Site Visit on August 19, 2015, and the Crown to secure the
    required air services.
    1.	REQUIREMENT: PWGSC on behalf of AANDC and has a requirement
    for the remediation of CAM-E (Keith Bay) Intermediate DEW Line
    Station.
    
    2.	BACKGROUND: 
    a.	CAM-E, Keith Bay is a former intermediate DEW Line station
    historically used by Department of National Defense (DND). The
    DEW Line station was constructed in 1957 and taken out of
    service in 1963. Responsibility of the site was assumed by
    Department of Indian Affairs and Northern Development (DIAND),
    now Aboriginal Affairs and Northern Development Canada (AANDC)
    in 1965.
    b.	CAM-E is located near the shores of Keith Bay at Cape
    Barclay, on the southwestern edge of the Simpson Peninsula (68°
    15' 45" N, 88° 8' 38" W) in Nunavut. The closest community to
    CAM-E is Kugaaruk (formerly Pelly Bay), which is located
    approximately 75 km to the west. The site is located on Crown
    land within Nunavut's Kitikmeot region.
    c.	The CAM-E site includes two main areas: Area 1 and Area 2.
    Area 1 is situated in the northern portion of the Site and
    includes a small airstrip, former infrastructure (i.e., module
    train debris, warehouse, garage, Inuit house, POL tanks, Quonset
    huts, storage pads, and a dismantled radar tower), drum storage
    areas, and five areas of buried material, including the main
    station landfill. Area 2 is situated in the southern portion of
    the Site, on a beach plateau approximately 5.6 km from Area 1.
    This area includes a larger airstrip, a helipad, some former
    infrastructure (i.e., two Quonset huts, a bunker), various
    scattered debris (including wreckage of a plane), two dump
    areas, one drum cache, and three areas of buried material. Site
    access is limited as there are no access roads to the site. The
    site can be accessed via fixed wing by two airstrips or by
    helicopter. In the winter, a winter access trail (CAT-Train) can
    be constructed to access the site from the communities in the
    area. It has been reported that commercial barges do not service
    the area.
    d.	Gravel access roads linking the airstrips, landfills, Fresh
    Water Lake and Station Area facilities are present at the site
    and require minor improvements.
    e.	There is no existing camp on site.
    
    3.	OPTIONAL SITE VISIT: It is optional that the Bidder or a
    representative of the Bidder visit the CAM-E site. Arrangements
    have been made for site visit to be held on August 19th, 2015
    leaving from Yellowknife at 8:00 AM. Bidders must communicate
    with the Contracting Authority no later than 2:00 P.M. M.S.T.,
    July 29, 2015, before the scheduled visit to confirm attendance
    and provide the names of the person(s) who will attend. E-mail:

    will be required to sign an attendance form. Bidders who do not
    attend or send a representative will not be given an alternative
    appointment. Any clarifications or changes to the bid
    solicitation resulting from the site visit will be included as
    an amendment to the bid solicitation. Bidders or their
    representative will be responsible for making their way to
    Yellowknife Airport. PWGSC will provide air transportation for
    the Bidder or their representative [one (1) person only] to the
    CAM-E site. Due to limited seating on the aircraft, attendance
    is limited to one bidder or their representative. All travel &
    living costs associated with travel to Yellowknife for the
    purpose of attending the optional site visit will be borne by
    the Bidder or their representative. For more information on this

    become available. This PWGSC office provides procurement
    services to the public in English.
    NOTE:  The flight will depart from the Air Tindi Passenger /
    Cargo Terminal located at 103    Berry Street, Yellowknife
    Airport.  All passengers are to check-in for the flight at least
    half an hour prior to departure.
    4.	INFORMATION
    a.	Due to limited space, each bidder attending will be limited
    to one (1) representative for the site visit.
    b.	Attire - It is mandatory that all persons attending the site
    visit have the proper safety boots, hard hats, high visibility
    vest, and safety glasses.  
    c.	Non-Registered bidders may not be eligible for the site visit.
    d.	All travel and living costs associated with travel to
    Yellowknife for the purpose of attending this Optional Site
    Visit will be borne by the bidder or its representative.
    
    5.	SOURCING
    PWGSC intends to post this RFP on the Government Electronic
    Tendering Services at Buyandsell.gc.ca/tenders and potential
    bidders interested in submitting a proposal will be required to
    order documents from buyandsell.gc.ca/tenders.  The competitive
    requirement will be subject to the provision of the World Trade
    Organization-Agreement on Government Procurement (WTO-AGP), the
    North American Free Trade Agreement (NAFTA), and the Agreement
    on internal Trade (AIT).
    The requirement of the Nunavut Land Claim Agreement will apply
    to the proposed procured.  The benefits that apply are contained
    in Article 24 of The Agreement Between The Inuit of the Nunavut
    Settlement Area and Her Majesty the Queen in Right of Canada.
