Y2 Consulting Psychologists Inc./Psychologues consultants Y2 inc. 2.0 Summary description of the Requirement Public Services and Procurement Canada (PSPC) requires the expert services of a contractor to conduct independent, third party expert reviews and validation of various procurement documents and processes relating to the Future Fighter Capability Project (FFCP) - the project established to replace Canada’s fighter aircraft fleet through an open and transparent competition. The objective of the independent reviews and validation is to assess, in a timely manner, the approach and methodology used to support the procurement process relating to the FFCP; and to: a) Validate the procurement approach; b) Confirm whether processes and decisions are objective, conform to established rules and are aligned with Government of Canada priorities; c) Assess whether technical decisions are made rigorously, are defensible and that results are repeatable. On an as and when requested by Canada, the Contractor will provide an independent and timely strategic review of elements of the procurement of Canada’s Future Fighter Capability identified by the Project Authority. The Contractor will provide an objective expert review of the procurement of the FFCP including review of the procurement approach; review of the evaluation methodology and preferred Supplier selection methodology; and review of the evaluation of bids/proposals undertaken. Review of other strategic procurement activities and/or documents will be provided by the Contractor on an as and when requested’ basis. The services and deliverables provided this work will be used by the Government of Canada to support the decision-making processes that will ultimately lead to procurement recommendations submitted to FFCP Governance. The Contractor will conduct its work in parallel with other third party contractors (such as Fairness Monitor, third party support experts etc.) engaged by Canada. The Contractor must ensure to work effectively with these third party Contractors and others, as may be required by the Project Authority, to successfully execute its mandate. 3.0 Level of Security Requirement Company Minimum Security Level Required: SECRET Resource Minimum Security Level Required: SECRET 4.0 Applicable Trade Agreements The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA). 5.0 Proposed period of contract and option period The period of any resulting contract will be from the date of contract award to March 31, 2022, inclusive.
