    NATURE OF THIS REQUEST FOR INFORMATION (RFI)
    This RFI is neither a call for tender nor an RFP. No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to the Government of Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation or award a contract(s) for the work described herein. As a result, potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. This RFI is simply intended to solicit feedback from industry with respect to the matters described in this RFI.
    
    REQUIREMENT DETAILS
    Under the 2020 Speech from the Throne and the Fall Economic Statement, the Government of Canada committed to help Canadians undertake retrofits on their homes to make them more energy efficient and climate resilient.  A program is under development to provide resources to homeowners and landlords so that they can become more aware of their dwellings’ energy performance and, using this information, apply for incentives that will help them improving home energy efficiency and resiliency. Specifically, over six years, NRCan will deliver:
    • Up to one million free (subsidized) EnerGuide home energy assessments for Canadians who are interested in understanding how to improve their homes’ energy and emissions performance. 
    • Up to 700,000 homeowners/landlords grants (up to $5000) for eligible retrofit activities and high-efficiency products based on the results of an EnerGuide assessment. 
    
    NRCan intends to engage one (or at NRCan’s option, several) contractors to help deliver tools to support the Greener Homes Program for the 2021 - 2027 period.  The purpose of this RFI is to seek information relating to the capacity of industry to deliver certain program components  specifically regarding the management of homeowner engagement with NRCan’s Greener Homes Program.   Any system developed under the Greener Homes program must be able to maintain and, if possible enhance service offerings with regards to data transfers to provinces, territories and utilities to support their efforts to reduce greenhouse gas reduction in the residential sector.
    
    POTENTIAL REQUIREMENT
    
    The components of this system as envisaged are as follows:
    
    • Develop and Manage Greener Homes Portal
    • Develop and Provide Help Desk and Technical Support Platform Provide Help-Desk Customer Services
    • Provide Application Processing and Payment Adjudication Services
    • Implementation Planning
    • Quality and Risk Management
    • Program Management and Reporting Services  
    
    All tools will need to meet Official Language, Security, and Accessibility Standards.
    
    
    CONTEMPLATED INDUSTRY ENGAGEMENT APPROACH
    
    The objective of this RFI is to gain insight into current industry capacity and capabilities in order to help the Government of Canada structure a procurement process that facilitates access, encourages competition and results in best value for Canadians.
