The intent of this specification shall describe the necessary work involved in carrying out the CCGS Pennant Bay Drydocking and to complete the Refit January 6, 2020 to February 10, 2020. 

All work specified herein and all repairs, inspections and renewals shall be carried out to the satisfaction of the Technical Authority/Owner's Representative and where applicable the attending TC Marine Safety Inspector.

The requirement is exempt from the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), Annex 4 and the North American Free Trade Agreement (NAFTA), Chapter Ten Annex 1001.2b Paragraph 1, however, it is subject to the Canadian Free Trade Agreement (CFTA) 

As the CCGS Pennant Bay is not ice strengthened and its ability to operate in ice or transit in freezing spray conditions is unknown; the vessel will not transit to any shipyard that is outside the East Coast of Newfoundland.
