Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the requirement The Department of Fisheries and Oceans (Canadian Coast Guard - Marine Engineering) has a requirement for the supply of quantity one (1) totally enclosed lifeboat for 40 persons (dry cargo version) and one (1) single pivot davit system to suit lifeboat. Both the Lifeboat and Davit to comply with LSA Code, DNV, and TC approval for POLAR Code Vessels. The product/system/equipment must meet the requirements listed as a separate attachment named Annex A. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: Listed in the attachment as Annex A. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): Canadian Free Trade Agreement (CFTA) Justification for the Pre-Identified Supplier The Medium Ice Breaker (MIB) project consists of three sister vessels; the CCGS Captain Molly Kool, CCGS Jean Goodwill and CCGS Vincent Massey which were added to the Coast Guard Fleet in 2018. The three vessels are a Class of Vessel meaning they are to be maintained identically in-regards to fitted equipment for commonality, national spares, training and program delivery. As it’s a maintained Class of vessel, no substitutions can be accepted. To maintain class configuration; DERA Maritime Corporation was solicited to provide a quote for the exact same model of Lifeboat and Davit Package that was supplied for the previous refurbishment contract for both the CCGS Jean Goodwill and CCGS Vincent Massey. The sole source is linked to the refurbishment strategy to maintain Class of Vessel for the MIB to allow for commonality, national spares, training and identical work platform across the Class of vessel. This Lifeboat/Davit Unit can be ready for delivery within three months after firm order; therefore, meeting our requirements with regards to scheduling. This Lifeboat and Davit have been approved by CCG for use on MIB Project Vessels. By installing the same Lifeboat and Davit as the CCGS Jean Goodwill and CCGS Vincent Massey, parts will be readily available in case of breakdown. With all three MIB Vessels maintaining commonality across the Class of Vessel, expensive spares can be managed and purchased nationally and the vessels will maintain an identical platform essential for Class Management. DERA Maritime Corporation is also certified by DNV as an Approved Service Supplier for Servicing and maintenance of lifeboats, launching appliances, on-load release gear and davit-launched life raft automatic release hooks, in accordance with Class Programme DNVGL-CP-0484. There are no alternative sources of supply for the same material in Canada. To maintain Class Configuration of the MIB Class Vessels, equivalent material will not be considered. Period of the proposed contract or delivery date The product/system/equipment (as appropriate) must be delivered within 3 months after receipt of order. Cost estimate of the proposed contract The estimated value of the contract, is $358,645.00 (GST/HST extra). The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is August 4th, 2021 at 2:00 p.m. NDT). An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
