The purpose of this Advance Contract Award Notice (ACAN) is to signal the intention to award a contract to 9416595 Canada Inc. (operating as Isospark Analytical Solutions) in Dorval, QC. Before awarding a contract, however, PSPC would like to provide other suppliers with the opportunity to demonstrate their capability of satisfying the requirements set out in this notice, by submitting a statement of capabilities during the posting period. If no supplier submits a statement of capabilities that meets the requirements set out in this ACAN, on or before the closing date stated, the contracting officer may then proceed with award to the pre-identified supplier. GSIN: N6630RB Mandatory Technical Criteria The following Mandatory Technical Criteria will be used to assess any Statement of Capabilities: - The unit must have user cleanable optics - The unit must be fully controllable via the internet. This capability allows the user to access and operate the analyzer using a web browser. Furthermore, remote access allows full control of the instrument and provides the opportunity to obtain data and diagnose the instrument operation without being on site - The unit must be able to report and store all measured fully resolved absorption spectra which allows the instrument to accurately correct for water vapor dilution and absorption line broadening effects and thus to report CH4 and CO2 on a dry (and wet) mole fraction basis directly without drying or post processing - The unit must have a minimal weight of 15kg or less - The unit must have minimal power consumption of 70 watts or less - The unit must be both battery and AC compatible - The unit must be capable of being operated wirelessly via iPhone or tablet - Laser absorption must be Off-Axis Integrated Cavity Output Spectroscopy (OA-ICOS) - The unit must be capable of Parts-Per-Billion (ppb) Precision - The unit must be field serviceable Government Contracts Regulations (GCRs) Exception: The following exception to the GCRs is invoked for this procurement: Section 6 (d) - only one person or firm is capable of fulfilling the contract. Trade Agreements: This procurement is subject to the Canadian Free Trade Agreement (CFTA), but the following limited tendering reason is being invoked: Article 513, 1. (b) iii) where there is an absence of competition for technical reasons. This procurement is subject to the North American Free Trade Agreement (NAFTA), but the following limited tendering reason is being invoked: Article 1016, 2. (b) where, for works of art, or for reasons connected with the protection of patents, copyrights, or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. Justification for the Pre-Identified Supplier: Isospark Analytical Solutions is the only known supplier that can provide a unit to meet the specific specifications for this project need. Greenhouse gas (GHG) emission from the forest floor plays a crucial role in carbon stock accounting and climate mitigation/adaptation strategies. The LGR Ultra-Portable Greenhouse Gas Analyser (UGGA) is the key equipment for the field investigation of forest management impacts on soil GHG emissions and net gas exchange between ground vegetation and atmosphere. Without extra cost, the LGR UGGA can measure both CO2 and CH4 fluxes at the same time. Because it is ultra-portable, the UGGA can be easily carried around in the field, which is extremely useful in multi-site experiment. Period of Delivery: Delivery is required by March 16, 2018. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
