Dry Docking Refit and Storage -CCGS Harp

The intent of this specification shall describe the necessary work involved in carrying out the CCGS Harp Drydocking and to complete the Annual Refit and storage Jan. 8/19 - April 1/19. All work specified herein and all repairs, inspections and renewals shall be carried out to the satisfaction of the Technical Authority/Owner's Representative and where applicable the attending TC Marine Safety Inspector.


This requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA) This procurement is set aside from the North American Free Trade Agreement (NAFTA) - exemption reference: Chapter 10, Annex 1001.2b, General Notes, Schedule of Canada - paragraph1(a). It is also set aside from the World Trade Organization - Agreement on Government Procurement (WTO-AGP) - exemption reference: Annex 4, Note 4.

This requirement is restricting suppliers to Newfoundland and Labrador due to a restriction in the rotation of the propeller shaft and a severe misalignment. The technical authority has advised the crown that the vessel cannot transit a great distance due to the risks of the shafts losing its restraints during the voyage, resulting in the possibility of taking on water.
