Advance Contract Award Notice An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of Requirement The Department of Fisheries and Oceans and Canadian Coast Guard has a requirement for the contractor to use bomb radiocarbon dating of otolith cores compared with C14 in reference chronologies to determine accurate ages for witch flounder. 3. Criteria for Assessment of the Statement of Capabilities (minimum essential requirements): To use bomb radiocarbon dating of otolith cores compared with C14 in reference chronologies to determine accurate ages for witch flounder. This is to validate the ageing method so that ages can be used to provide data for stock assessments. There is great interest from industry and stakeholders to assess witch flounder using age-based models. Although there was ageing completed on witch flounder in the 1980s using whole otoliths, the method of ageing was never validated. In order to begin a program of ageing for this species, the method of ageing needs validation and the fastest way of doing this is to use bomb radiocarbon dating (cf. tagging, for example). Bomb radiocarbon assays are one of the best methods for validating age interpretations and this compares the amount of radiocarbon (14C) in the otolith core to a reference chronology line (Campana 2001) in order to determine if the ageing is accurate. Forty-nine (49) samples from the beginning, middle and end of the reference chronology period (1958-1965) will be sampled. All work will be conducted in consultation with DFO. The contractor will address the following tasks: The contractor will assay each of up to 49 otolith core samples (consisting of about 3 mg of otolith material ((calcium carbonate)) provided by the contractee) for radiocarbon using accelerator mass spectrometry (AMS), under their "Standard Service" option.Samples will be analyzed in the sequence order indicated. The contractor will provide a report detailing the analysis. 4. Applicability of the trade agreement(s) to the procurement The procurement is subject to the following trade agreements: 01.) Canadian Free Trade Agreement (CFTA) 5. Justification for the Pre-Identified Supplier The pre-identified supplier is the only known supplier who offers this service that meets DFO requirements. 6. Delivery Date All the deliverables are requested to be delivered on or before March 31, 2021. 7. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
