    Canadian Food Inspection Agency located in Charlottetown, PEI requires that high temperature hot water be supplied to their laboratory located at
     98 Mount Edward Road, Charlottetown, PEI on a continuous bases.
    Mandatory Requirements:
    
    •The energy service provider must supply high temperature hot water to the CL on a 24 hour 7 days a week schedule.This hot water will be supplied at a maximum temperature of 120°C and a minimum temperature of 80°C
    . This water will be used by the CL to supply heated hot water for both 
    laboratory heating and DHW needs. 
    
    •The CL will have a requirement for 1000KWh/hr (estimated) capacity 
    and will purchase approximately 2600 MWh annually of high temperature hot water from the service provider. 
    
    •The service provider must supply and maintain all the CL high temperature hot water supply piping and equipmentup to and including the metering station.
    
    •The service provider must ensure there is a continuous flow of high temperature hot water to the CL.
    
    •The service provider must ensure all equipment owned by the service provider at the site is operational.
    
    •The service provider must ensure the flow meter is tested for accuracy at
     least once every (5) years.
    
    •The service provider must give the CL notification 24 hours in advance 
    of any scheduled interruptions of service in order for the CL to 
    startup standby systems. The service provider must notify the CL maintenance after hour’s stand-by staff member by contacting Armstrong Security Monitoring 1-800-561-5433 of any unscheduled emergency service as s
    oon as it occurs. 
    
    •The service provider must submit proof of insurance in accordance to section 1.12 of the Contract.
    
    •The service provider must follow the CL Safe Working Procedures for Contractors When Working at a CFIA Laboratory when accessing the laboratory
    
    The reason for single tendering is:   Government Contract Regulations, Section 6 (d) is being invoked in this procurement is the only one person capable of performing the contract.
    
    Justification for the Pre-Identified Supplier:
    There are no alternative sources of supplyfor the same or equivalent materiel/support for the laboratory.  Currently the lab is connected by underg
    round piping to the district heating plant located approximately 5 KM from this site. The heating plant and underground piping is owned by VeresenDistrict Energy Partnership with no other heating plan
    ts/heating loops to be considered as options to the current 
    arrangement.
    
    This requirement is subject to the NAFTA/AIT/Columbia/Peru/WTO trade agreements.  Limited Tendering Provisions is in accordance with the Trade Agreements, Articles 506.12 (b) of AIT, Articles 1016.2 (d) of NAFTA, and Columbia/Peru Trade Agreements contain similar limited tendering provisions to those in the NAFTA.
