    1. Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the Requirement 
    
    The Department of National Defence has a requirement for the supply of three (3) fully functional model P2131 Field Sterilizer units or equivalent Field Sterilizer Units with accessories, including an option to purchase up to an additional five (5) units with accessories over the next three (3) years to support both domestic and deployed operational requirements.
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum            Essential Requirements) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that its Field Sterilizer Unit meets the following requirements: 
    As Canada is a member of the North Atlantic Treaty Organization (NATO) and the Government of Canada is a signatory to NATO Standardization Agreement (STANAG) 2906 AMedP-1.13 - Essential Physical Requirements and Performance Characteristics of Field Type High Pressure Steam Sterilizers, the Fort Defiance Industries model P2131 Field Sterilizer or equivalent must have the following capabilities:
    
    M.1 The device must meet the requirements of NATO Standardization Agreement (STANAG) AMedP-1.13: Essential Physical Requirements and Performance Characteristics of Field Type High Pressure Steam Sterilizers.  Please note:  As NATO is not a certification body the CF H Svcs Gp Technical Authority will determine compliance based on Fort Defiance Industries supplied documentation and provide the Contracting Authority with written assurance the P2131 Field Sterilizer is NATO compliant.
    
    M.2 The device must have a valid, active, medical device license issued by Health Canada. Proof of licensure must be included with the bid submission. The Canadian Armed Forces reserves the right, at its discretion, to verify the validity of the device license through Health Canada’s Medical Device Active License Listing website https://health-products.canada.ca/mdall-limh/index-eng.jsp 
    
    M.3 The device must meet or exceed ANSI/AAMI ST8:2013 - Hospital Steam Sterilizers http://my.aami.org/store/?navItemNumber=1338.
    
    
    GENERAL CHARACTERISTIC
    
    The device MUST include:
    
    M4 Micro-processor controlled sterilizer cycles
    M5 Incorporate pre and post vacuum dynamic air removal
    M6 Alarm functions designed to abort a cycle in the event of abnormal         operating conditions
    M7 Fully automated sterilization cycles, preprogrammed for:
     a. Immediate use
     b. Textiles
     c. Wrapped instruments
     d. Bowie Dick and vacuum leak test
    
    PHYSICAL SPECIFICATIONS 
    
    Sterilizer Unit:
    
    M8 The sterilizer housing must:
    a. create a self-contained shipping crate;
    b. include endcaps which protect the chamber door and rear electrical/plumbing connections during transport but capable of folding downward and locking into position to create a stand once in the operating position; and
    c. include a minimum of four (4) handles, 2 handles per side, to assist in moving. 
    M9 Minimum chamber dimensions: 16 inch diameter by 36 inches in length
    M10 Maximum overall dimensions (packaged for transport): 46 inches in length         by 26.75 inches in width, 31 inches in height with tolerance limit of         +/- one (1) inch to the overall dimensions   
    M11 Maximum dimensions (open for operation): 38 inches in length by 26.75         inches in width by 62 inches in height with tolerance limit of +/- one         (1) inch to the overall dimensions
    M12 Sterilization temperature for all cycles, 270 degrees Fahrenheit (132         degrees Celsius)
    M13 Maximum working pressure of 40 pounds per square inch
    M14 Jacket water capacity 4.25 US gallons (16 litres)
    M15 Power requirements: 208-230 volts of alternating current, three (3)         phase, 30 amps at 50/60 Hertz
    M16 Maximum empty weight of 325 pounds
    M17 Door must include a safety preventing a cycle to start unless the door         is closed and latched
    
    M18 Water Recovery System:
    
    a. Must fit under the sterilizer unit when the sterilizer is setup for operation    (the endcaps are open and locked in position)
    b. Connect to the sterilizer unit to recover water/steam from each cycle
    c. Provide the means by which the sterilizer unit is able to create pre and post    cycle vacuum
    d. Maximum empty weight of 180 pounds
    e. Power requirements: 115 volts of alternating current, one (1) phase
    f. Minimum water storage capacity of 6 US gallons (22 litres)
    g. Permit the sterilizer to run a minimum of 100 cycles before requiring water    to be added
    
    M19 Sterilizer Water Softener:
    a. Remove minerals from the water prior to being added to the Water Recovery    System. This will help eliminate scale buildup on the heating elements and    within the sterilizer jacket
    b. Connect to a normal household pressurized potable water source
    c. Include a hand pump in the event a pressurized water source is not available
    d. Maximum weight of 35 pounds

    5. Justification for the Pre-Identified Supplier 
    
    The Fort Defiance Industries model P2131 Field Sterilizer unique technical feature is that it is the only self-contained, transportable, Field Sterilizer unit capable of programmable, micro-processor controlled, sterilization cycles offering data logging capability thus ensuring the Government of Canada is in compliance with its NATO obligations.
    
    6. Government Contracts Regulations Exception(s) 
    
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
    
    7. Exclusions and/or Limited Tendering Reasons 
    
    The following exclusion(s) and/or limited tendering reasons are invoked under:

    Article513 (b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
