    Description:
    To supply Hepatitis A Adult and Pediatric Vaccine, as-and-when requested to various federal, provincial and territorial (F/P/T) consignees as part of the F/P/T Group Purchasing Program from April 1, 2022 to March 31, 2023.
    
    Any resulting contracts will include an irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year period under the same conditions.
    
    Maximum Estimated Quantities:
    Adult: 29,014 doses
    Pediatric: 22,723 doses
    
    Options:
    Each consignee will be obligated to purchase only 75% of their maximum estimated quantities.
    
    Subject to the mutual agreement of the Contractor and Canada, users may be added to the list of Identified Users and will be entitled to the level of service and quality of the work at a price not to exceed the Contract price and subject to the same conditions of the Contract.
    
    Delivery:
    Orders against the Contract will be made as-and-when requested by the Contracting Authority during the period of the Contract. Unless otherwise indicated, delivery must be made within seven (7) calendar days from receipt of an order from the Contracting Authority.
    
    Returns:
    For products which had a minimum shelf life of 12 months upon delivery, the Contractor must provide full credit in the amount of the invoiced price for expired, unopened product returned to the Contractor by the Identified Users within one (1) year after its expiry date, for five percent (5%) of quantity purchased under the Contract.
    
    Stockpile:
    The Contractor will maintain a minimum stockpile of three (3) months finished stock stored in Canada and released by Biologic and Radiopharmaceutical Drugs Directorate (BRDD) for the total annual requirement for each item awarded in the Contract at all times during the period of the Contract.
    
    Basis of Selection:
    Ranking will be established using the evaluated price for the grouping (Hepatitis A adult + Hepatitis A pediatric) based on its total price over both the firm and option years.
    
    If only one responsive bid is received and the price is fair and reasonable then that Bidder will be recommended for award of a contract for 100% of the final total estimated quantity. If more than one responsive bid is received and for the purposes of strengthening the security of supply of these vaccines in Canada:
    
    The Bidder submitting a responsive proposal and has the lowest evaluated price per grouping (Hepatitis A adult + Hepatitis A pediatric) over both the firm and option years will be recommended for award of a contract for that grouping as follows:
    - 60% if the price difference is 10 % or less; 
    - 65% if the price difference is more than 10% and less than 15%;
    - 70% if the price difference is more than 15% and less than 20%;
    
    And the second lowest Bidder will be recommended for award for the balance of the quantities for that grouping according to the price difference proposed on the Bid if the price is considered fair and reasonable.
    
    At the sole discretion of Canada, acting as agent on behalf of the provinces and territories, consideration will be given to award 75% or 100% of the final total estimated quantity for the grouping to the low bid in the event that the price difference exceeds 20%.

    The Crown retains the right to negotiate with suppliers on any procurement.
