Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: Attachment: None Non-Competitive Procurement Strategy: Government Objectives Representing Best Interests/Value to Govt Comprehensive Land Claim Agreement: No Vendor Name and Address: VARIOUS PHARMACEUTICALS SUPPLIERS VARIOUS VARIOUS Ontario Canada A1A1A1 Nature of Requirements: Definition of Requirement PWGSC proposes to establish National Master Standing Offers (NMSO) with discount pricing with suppliers of generic pharmaceuticals on behalf of the Federal Group Purchasing Program for Drugs and Vaccines. The manufacturers PWGSC intends to negotiate with are: Apotex, Cobalt, Pharmascience, Sandoz, Taro, and Teva. The Department of National Defence (DND), Health Canada (HC) and Correctional Services Canada (CSC) purchase a significant amount of their pharmaceutical needs via a Pharmaceutical Prime Vendor National Master Standing Offer (NMSO) currently held by McKesson Canada. Historical usage reports under this NMSO were used to identify potential suppliers listed above. Any supplier not listed above who would like to be considered for issuance of an NMSO must meet the minimum requirements listed below. Suppliers must: 1) Submit firm discounted price for items listed in current published price list(s) and/or catalogue(s). Discounted prices must be held firm for the period of the Standing Offer. 2) Agree to the Disclosure of Information Clause. Suppliers, in the event of a resulting Standing Offer, agree and consent to the disclosure of its Standing Offer unit prices to McKesson Canada Corp., or to another prime distributor as may be necessitated by a change in current arrangements. 3) Have a Drug Identification Number (DIN) or a Notice of Compliance (NOC), where applicable, issued from BGTD for each product sold; and must be in compliance with the provisions of the Food and Drugs Act and Regulations, and where applicable, with the provisions of the Controlled Drugs and Substances Act and Regulations. 4) Be capable of supplying goods to users across Canada. Standing Offer Period From issuance of Standing Offer until September 30, 2016. Delivery Will be on an as-and-when requested basis. Trade Agreements The requirement is not covered under the World Trade Organization Agreement on Government Procurement (WTO-AGP) or the North American Free Trade Agreement (NAFTA) for reasons connected with the protection of human life and health. This requirement is subject to the Agreement on Internal Trade (AIT). Delivery Date: 01/07/2013 You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
