    (a) This bid solicitation is being issued to satisfy the requirement of Transport Canada (the "Client") for Licensed Product(s) Subscription Services to access US Customs Containerized Import Data (hereafter referred to as “the data services solution”). The data services solution must be accessible by Client Users inclusively meeting all the technical mandatory requirements of the Annex A, Statement of Work.
    (b) The bid solicitation is intended to result in the award of a contract for one (1) year, plus two (2) option periods of one year each, allowing the Client to extend the term of the contract. The term "Client User" refers to an individual authorized by the Client to use the Product(s) in accordance with Canada’s Online Licensed Product(s) Terms and Conditions.
    (c) The required Licensed Product(s) Subscription Services to access the data services solution must include web support services, documentation and on-line training services, meeting all the requirements listed in the Annex A, Statement of Work (SOW) and Annex B, Canada’s Online Product(s) Terms and Conditions. 
    (d) The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    (e) The Federal Contractors Program (FCP) for employment equity applies to this procurement: see Part 5 - Certifications, Part 6 - Resulting Contract Clauses and the form titled “Federal Contractors Program for Employment Equity - Certification".
    (f) There are no security provisions for this requirement.
