    ADVANCE CONTRACT AWARD NOTICE (ACAN)
    
    Nature of Requirement: ACAN CITIZENSHIP AND IMMIGRATION CANADA - Cost of Health Online Information  
    
    Delivery Date Required: June 1, 2019
    
    1.  An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2.  You are hereby notified that on behalf of Citizenship and Immigration Canada (CIC), Public Works and Government Services Canada (PWGSC) intends to enter into a sole source contract with Sykes Assistance Services Corporation, located at 248 Pall Mall Street, London, Ontario to supply cost information for professional services related to Long-Term Care (LTC) expenses in Canada. This will ensure that Medical Officers (MOF), located in different RMOs (Regional Medical Offices), will be able to access current information related to LTC cost in different Canadian provinces. In order to access this information, CIC will require that the Contractor provides access to a database from which this information can be viewed upon request from any of CIC's Regional Medical Offices (RMO). As the provision of health and social services is a provincial jurisdiction, the work will be to provide information on LTC cost by province and territory.
    
    In accordance with Paragraph 38(1)(c)  of the  Immigration and Refugee  Protection Act  (IRPA) (https://laws-lois.justice.gc.ca/eng/acts/i-2.5/FullText.html), foreign nationals seeking to enter and reside in  Canada  permanently are inadmissible on health grounds if their health condition "might reasonably be expected to  cause excessive demand  on health or social  services."
    
    The medical and health services for which costing information is required include: home care, special education services, personal support services and the provision of devices related   to those services for which the majority of the funding is contributed by governments, either directly or through publicly-funded agencies.
    
    The estimated project is for a period of one (1) year with four (4) optional additional periods of one (1) year each. The estimated value of the contract, including options, is $50,000 CAD. (GST/HST included).
    
    3.  Any interested supplier must demonstrate by way of statement of capabilities that its product meets the following requirements:
    
    a) Allow designated employees access to a Cost of Health Database subscription/ Online Information Products  that include:
       i.   A current provincial cost of long term care report, and
       ii.  A cost of care projector.
    
    b) The Current Provincial Cost of Long Term Care Report must meet the following mandatory technical support requirements:
       i. Be updated on an annual basis
       ii. Include provincial and territorial information and costs for: 
            (i) residential care including long term care homes and retirement homes;
            (ii) home care including nursing care, physiotherapy, occupational; therapy, palliative care, personal care and meal delivery; and
            (iii) Respite care and adult day programs.
       iii. Include information related to how services were organized and administered, eligibility requirements for admission, income/asset tests and costs (which include median and ranges for each of the provinces in their major cities.)
    
    c) The Cost of Care Projector must meet the following mandatory technical support requirements:
       i. Provide information related to what personal/health care will cost an elderly individual at any given point in the future.
    
    d) All collected data and information is synthesized, analyzed and amalgamated into an electronic format, and ensure that this information is accessible by the Migration Health Branch (MHB) and Medical Officers (MOFs) in all Regional Medical Offices (RMOs).
    
    4.  The pre-identified supplier is the only supplier CIC could identify to provide costs related to long-term care services. The need for this information arises largely from an Auditor General Report of 2011, which noted that CIC needed to improve the consistency and accuracy in which cost estimates of excessive demand on health and social services are calculated. 
    
    Long-term care costs are an important aspect of excessive demand costs calculations. While costs for other areas of health and social services such as hospital costs, drug costs, etc. are available through various sources that include the Canadian Institute for Health Information as well as provincial government Ministries of Health, these sources have confirmed that they do not have consistent or comparable data that is required to evaluate the cost of long-term care. 
    
    Sykes Assistance Service Corporation is the only known supplier able to provide long-term and home care costs information that is updated on a yearly basis. Furthermore, the proposed supplier’s database is accessible to all Medical Officers in all Mission Offices around the world. Following this investigation by CIC which determined as a result that these other sources lack the required information related to LTC, the department believes that Sykes Assistance Services Corporation is the only supplier capable of fulfilling this requirement.
    
    5.  This procurement is subject to the following trade agreement: 
       - Canadian Free Trade Agreement (CFTA) 
    
    6.  The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work". 
    
    7.  Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
    
    8.  Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    9. The closing date and time for accepting statements of capabilities is May 9, 2019 at 2:00 p.m. (EDT).

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
