    1.Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2.Definition of the requirement 
    
    The Department of Public Services and Procurement Canada has a requirement for the supply and installation of a mobile storage system on the ground and third level of 45 Sacré-Coeur. The system must:
    
    2.1 Physically integrate with the existing Spacesaver Corporation high density mobile storage shelving system on the ground floor. The parts of the system must be compatible with the existing Spacesaver Corporation parts and connect to the existing system.
    
    2.2 Be capable of being installed and function within the tracking system that was designed to fit on the floors of the ground and third level.
    
    2.3 Be compatible with the inventory of shelving components that the client department currently maintains for its existing shelving system on site.
    
    2.4 Designed to achieve space optimization on the ground and third floor levels.
    
    2.5 Include specialized folio high density mobile storage compatible with the tracking system capable of handling rare heavy double elephant folios in storage suitcases.  Optimization of space is required as is access to the storage suitcases.  The rare book folio suitcases require two people to handle and access on either side of the units.  Storage units must be secure and lockable.  
    
    2.6 Include high density micrographics storage for microforms.  Twenty two (22) microform custom cabinets to match components and drawers of existing individual cabinets. Each microform cabinet be compatible with the tracking system and meet the following description:

    The microform cabinets must be capable of storing loose fiches and microfilm containers.  
    
    2.6 Custom microform storage cabinets to be collocated on Spacesaver tracking system with standard microform high density shelving and achieve optimization of space.
    
    2.7 Include standard microform high density shelving on Spacesaver tracking system.
     
    2.8 Not exceed the weight restrictions of the existing floor.
    
    2.9 Be installed and commissioned by July 1, 2018.
    
    2.10 Be installed by personnel who hold valid security clearances at the level of Reliability Status.
    
    2.11 Be installed in accordance with the manufacturer’s instructions to ensure validity of the manufacturer’s warranty.
    
    3.Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    
    Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements: 
    
    3.1 Capable of physically integrating with the existing Spacesaver Corporation mobile storage shelving system.
    
    3.2 Capable of being installed and function within the tracking system that was designed to fit on the floors of the ground and third level.
    
    3.3 Capable of not exceeding the weight restrictions of the existing floor. The proposed shelving units will impose an un-factored distributed loading of 3.36 kPa to 3.6 kPa (70 to 75 psf), as per the manufacturer’s specifications. This load includes shelving units, carriages, and media that will be stored in the shelving. The allowable un-factored live load is 5.3 kPa
    
    3.4 Capable of being installed and commissioned by July 1, 2018.
    
    3.5 Capable of being installed by personnel who hold valid security clearances at the level of Reliability Status.
    
    3.6 Capable of being interconnected to the existing system while maintaining the proposed manufacturer’s warranty.
    
    
    4.Applicability of the trade agreement(s) to the procurement

    5.Justification for the Pre-Identified Supplier 
    
    Spacesaver Corporation shelving is currently installed within 45 Sacré-Coeur and in various other facilities housing the client department. The required system must physically interconnect with the existing components, be installed within the designed tracking system, and be compatible with the existing inventory of components.
    
    6.Government Contracts Regulations Exception(s) 
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work”
