    This NPP Amendment 005 is issued for the following reasons:
    
    Inform that due to the availability of new information, the Solicitation closing date will be extended to June 30th, 2020 at 2PM EDST.
    
    Only the proponents present at the MANDATORY site visit held on March 12th 2020 will be invited to continue in the process. 
    
    We require that those who wish to visit the site again before bid closing submits the legal names, date of birth and name of the Contractor they represent to jasmin.michaud@tpsgc-pwgsc.gc.ca before end of day Thursday June 18, 2020 as an additional site visit is planned for Tuesday June 23rd, 2020 at 9AM EDST. This additional site visit is NOT MANDATORY.
    
    Bids submitted by June 30th will have to include associated cost the new Provincial Health & Safety guidelines addressing COVID-19 and additional safety measures. Such cost can be, but not limited to: additional Personal Protective equipment (PPE), working in an environment respecting social distancing, additional hand washing etc.
    
    If additional measures are requested, above and beyond those of the Provincial Guidelines, they will be communicated as an amendment to Division 1 of the Project Specifications.

    Inform that due to the current changes in Health and Safety guidelines and to the limited access to the federal buildings, the Solicitation closing date will be extended to June 16th, 2020 at 2PM EDST.
    
    Only the proponents present at the MANDATORY site visit held on March 12th 2020 will be invited to continue in the process. 
    
    We require that those who wish to visit the site again before bid closing submits the legal names, date of birth and name of the Contractor they represent to jasmin.michaud@tpsgc-pwgsc.gc.ca before Monday June 1, 2020 at 4PM EDST. Once we know how many are requesting a second visit, we will contact them to coordinate access to site. Please note that no further instructions will be communicated at the site visit. The second site visit is NOT MANDATORY.

    PROJECT IDENTIFICATION:  EP758-202576/A, CONFEDERATION BUILDING - PAINTING OF CORRIDORS AND STAIRWELLS, 229 WELLINGTON ST, OTTAWA, ON 
    
    Project description: The project consists to repair and repaint the corridors and the stairwells from the basement to the 9th floor. Refer to drawings and specifications for exact scope of work. All works must be done after regular hours of work or during the weekends.
    Work is to be completed within 24 weeks after contract award. 
    
    MANDATORY SECURITY REQUIREMENT:  
     
    This procurement contains a mandatory security requirement.  At bid closing, the Bidder must hold a valid RELIABILITY Clearance, granted or approved by the Contract Security Program (CSP), Public Works and Government Services (PWGSC).  For the performance of the contract, the successful Bidder must hold a SITE ACCESS Clearance, granted or approved by the Contract Security Program (CSP), Public Works and Government Services (PWGSC). Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid. 
    
    MANDATORY SITE VISIT:  
    
    There will be MANDATORY a site visit on March 12, 2020. Interested bidders are to meet at the Confederation Building main entrance at 229 Wellington Street, Ottawa.
    
    1. Safety Attire: No safety attire will be required for the Mandatory site visit.
    
    2. Abatement expert must be present at the Mandatory site visit in order to asses work.
    
    3. Security pre-screening: Due to the nature of the requirement and in order to gain access to the building, all bidders must submit the name (legal name) and date of birth of each individual that will be attending the site visit. This information is to be submitted to the Contracting Authority by email at the following email address: jasmin.michaud@tpsgc-pwgsc.gc.ca no later than March 10, at 12:00 (noon) as this information must be verified and confirmed through the Canadian Industrial Security Directorate (CISD). 
    To gain access for the MANDATORY site visit, all visitors must hold a valid security clearance at RELIABILITY level, issued by CISD, Public Services and Procurement Canada (PSPC). 
    It is the responsibility of the bidders to ensure that the Contracting Authority is in receipt of this information by the date and time specified. All contractor personnel/individuals that bidders plan on sending to attend the site visit must be cleared prior to attending. No personnel/individuals will be permitted to access the site without the required clearance.
