Delivery: Product, if and when required, may be delivered to the following CORCAN locations: Springhill, NS, Moncton, NB, Cowansville QC, Kingston, ON, Winnipeg MB, Prince Albert SK, Mission BC. ___________________________________________ HEIGHT ADJUSTABLE TABLE LEG COMPONENTS Public Works and Government Services Canada, on behalf of its Client, Correctional Service Canada - CORCAN, intends to enter into a sole source National Individual Standing Offer (NISO) for the supply of height adjustable table legs, components and sub-component kits and training, for the purpose of maintaining CORCAN’s production line of Office table products and components which are assembled by the incarcerated offenders of Correctional Service of Canada. The estimated value of the NISO is approximately $40, 000,000.00 CDN - GST/HST included for a firm period of five years, plus up to five one-year option periods. Background CORCAN isa program of the Correctional Service of Canada (CSC), dating back to the mid-1800s, when the first federal prisons were built. The objective of CORCAN is to promote offender rehabilitationby developing or improving employability. CORCAN became a Special Operating Agency in 1992, financed through a revolving fund and is subject to the same federal legislative and regulatory authority as CSC. CORCAN operates in 32 sites acrossCanada with four business lines: manufacturing, construction, textilesand services (such as printing and laundry). A principal goal of CORCAN is to provide Offender Workers with positive job-related work habits and the opportunity to acquire real-worldmarketable skills. CORCAN shops operate in as businesslike a manner aspossible, given their institutional setting and training imperatives. All shops are ISO-certified. CORCAN's mission is to aid in the safe reintegration of offenders into Canadiansociety by providing employment and employability skills training to offenders incarcerated in federal penitentiaries and, for brief periods of time, after they are released into the community. Further information can be found within the website at: www.corcan.gc.ca Scope To supply freestanding height adjustable tables legs finished, unfinished (ready to be painted) or in components (unassembled and ready to be painted) to different production sites across the country. CORCAN will producethe work surfaces and sell the finished product under CORCAN brand. Product Requirements Freestanding height adjustable desk/tables leg components to be provided raw (ready to paint) metal or already painted (powder coated or lead free, alkyd baked enamel that complies to CAN/CGSB 44.227 2008 paint finish testing section 5. Height adjustment must be continuous and should be crank, counter balance, torsion or gas assisted or electrical. Freestanding height adjustable desk/tables leg components must at least accommodate a work surface depth of 610mm (24) and a width ranging from 762mm (30) to 1524mm (60). Height adjustability must accommodate sit/stand range (the primary surface must be capable of a height adjustment of 710mm to 1040mm (27 to 41 in.). Counter balance, torsion assisted height adjustable legs must have a mechanism to adjust the assistance according to the load on the work surface. If Electrical Freestanding height adjustable desk/tables leg components are offered, electrical controls must be certified to be compliant with CSA C22.2 No 203. Offeror must provide all work surfaces drilling pattern drawings. Offeror must provide a price list for each part of the freestanding height adjustable desk/tables legin order for CORCAN to buy replacement parts. Offeror should be able to providecomplimentary accessories such as: • Privacy Screens • Modesty Panels • Wire management • Casters Delivery time turnaround Product must be ready for pickup within 15 business days from receipt of call-up request unless an alternate timeframe has been approved by the Site Authority. Mandatory Technical Evaluation Criteria If Offeror’s furniture line is not already tested and certified CAN/CGSB 44.227 2008 (tests/certification to be no older than five (5) years); CORCAN will provide allsurfaces to Offeror in order for assembled/completed items to be tested against CAN/CGSB 44.227 2008. The CAN/CGSB 44.227 2008 testing will be at the Offeror’s own expense. All furniture components must pass CAN/CGSB 44.227 2008. Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
