    Nature of Requirements: 
    
    The purpose of Amendment 003 is to revise the Canadian Content
    on the 1st page of the Notice of Proposed Procurement (NPP) to
    "the bidder must supply canadian goods".

    The purpose of Amendment 002 is to extend the bid closing date
    to Wednesday, September 30, 2015 at 2:00 PM EDT.

    The purpose of this amendment is to extend the closing date to
    Wednesday, September 16, 2015 at 2:00 PM EDT.

    Requirement:
    This requirement is for the establishment of a National
    Individual Standing Offer (NISO) for the Department of National
    Defence (DND) for the supply of 31 various identification badges
    (embroidered name tapes), to be ordered on an "as and when
    requested" basis from October 1, 2015 to September 30, 2017 with
    the possibility to extend for one (1) additional year.  Refer to
    the Request For Standing Offer (RFSO) for further details.
    
    The estimated usage is 60,000 sets per year.
    
    Delivery will be made to various destinations.  The name tapes
    must be delivered 15 days from receipt of order (for operational
    items) and 30 days from receipt of order (for non-operational
    items).
    
    Only one (1) NISO may be issued as a result of this RFSO.  
    
    Technical Requirement
    Items must be manufactured in accordance with:
    
    ·	DND specification D-87-001-136/SF-001 dated 2011-01-01 with
    deviations;
    ·	the Technical Supplement applicable to each item;
    ·	the sealed patterns, and 
    ·	the Design Data List (DDL) W8486-151984 dated 2014-12-18.
    
    The following changes apply to the DDL:
    -	Replace specification D-87-001-136/SF-001 dated 1988-02-29 by
    D-87-001-136/SF-001 dated 2011-01-01.
    -	Add sealed pattern DSSPM 666-15 Sew-out; thread, colour Beige,
    polyester to items 3-8 and 25.
    -	Mil Spec Fastener Tapes, Hook and Loop, Synthetic; A-A55146B,
    Type II, Class 1"
    applies to items 1, 3-8, 10-30.
    
    Comprehensive Land Claims Agreement
    Tlicho Land Claims Agreement is applicable to this procurement.
    
    Canadian Content Policy:
    This requirement is subject to the Canadian Content Policy and
    is solely limited to Canadian origin goods.
    
    Technical Data:
    The Technical Data package and the sealed patterns are available
    for viewing at the following Public Works and Government
    Services Canada regional offices: Quebec Quebec, Montreal
    Quebec, Mississauga Ontario, Edmonton Alberta, Winnipeg Manitoba
    and Vancouver B.C., and at DND, Gatineau Quebec.
